Background
UNDP Rwanda Country Office has entered a new strategic phase with the rollout of its Country Programme Document (CPD 2025–2029), which is fully aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) and designed to support Rwanda’s National Strategy for Transformation (NST2) and Vision 2050. The CPD is structured around two transformative pillars: (i) Environment and Economic Transformation, focusing on nature-positive solutions, sustainable energy solutions, climate change and Disaster Risk Management (DRM), and (ii) Transformational Governance. Within this framework, the Sustainable Energy, Environment and Climate Change (SEEDCC) Unit leads efforts to address Rwanda’s pressing environmental and climate challenges, including deforestation, land degradation, and vulnerability to climate change, while promoting sustainable energy and nature-based solutions.
One of the key initiatives is the Global Environment Facility (GEF) Small Grants Programme (SGP), previously administered by UNOPS, the SGP is now directly implemented by UNDP Country Offices, allowing for closer alignment with national priorities and UNDP’s strategic frameworks. SGP supports community-based projects that deliver global environmental benefits while enhancing local livelihoods. The programme focuses on biodiversity conservation, climate change mitigation and adaptation, land degradation, and sustainable natural resource management. With the transition of SGP implementation to UNDP, the programme is better positioned to amplify its transformational impact by leveraging UNDP’s extensive field presence, institutional partnerships, and integrated approach to sustainable development—thereby strengthening community and environmental resilience across project areas.
The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. UNDP oversees the Small Grants Programme (SGP) through the Vertical Hub and the Nature Hub of Bureau for Policy and Programme Support (BPPS). Funded by the Global Environment Facility (GEF), the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation. Helping communities with their initiatives for sustainable livelihoods while generating global environmental benefits is the core inspiration of the Small Grants Programme.
Launched in 1992 as a corporate programme of the GEF, the GEF Small Grants Programme (GEF SGP) has supported local action for over thirty years to address global environmental concerns. SGP aims to deliver global environmental benefits in the GEF focal areas of biodiversity conservation, climate change mitigation, protection of international waters, prevention of land degradation, and elimination of persistent organic pollutants through community-based approaches. To date, SGP has funded over 29,000 community-based projects covering more than 120 countries. It has gained considerable experiences at the community level, including adapting to climate change while addressing issues of the GEF focal areas. Scope of Work
The National Coordinator will report through a matrixed structure to both the Resident Representative (or Deputy Resident Representative) and the SGP Regional Programme Specialist. The Coordinator will be responsible for overseeing the implementation of the SGP at the country level, including coordination of the National Steering Committee.
