1. Roles and Responsibilities
NRC is implementing an Urban Shelter Project in the northern area of Jordan. The project aims to provide adequate and secure shelters for vulnerable households. It involves assessments, planning, field validation, negotiation, and the supervision of rehabilitation works on a household level.
The Shelter officer will work closely with the Team Leader to achieve targets and prepare contracts with the beneficiaries. They will also be responsible for negotiating with landlords/tenants, validating, and preparing the BOQs, and following up on works. Their role is shared between fieldwork and office, depending on targets and planning. It is expected that they will spend 90% of their time in the field.
Generic Responsibilities

Specific Responsibilities
• Validate and prepare FLEX/WASH/IK BOQs by conducting case field visits.
• Collect the required documents for FLEX, Cash for Rent, and WASH to prepare contracts/MoUs.
• Execute field assessments, follow up on cases, and troubleshoot cases.
• Prepare documentation and sign contracts in the field/office with the beneficiaries.
• Develop technical designs and drawings.
• Ensure proper documentation of rehabilitation documents, logs, and reports on-site.
• Perform quantity surveying and verify quantities of materials and works provided by the contractor and for Flex cases.
• Supervise construction works and administer works execution as per the contractual provisions and the project specifications, as well as ensuring that the norms, regulations, and plans are respected; Ensure quantity/quality control and schedule consistency.
• Conduct regular inspections and stay present in the field to ensure the smoothness and operation meet quality standards as needed.
• Take timely action to prevent potential delays and/or cost overruns that can be avoided.
• Supervise health, safety, and environmental management activities according to approved plans and regulations for the site.
• Verify that works are consistent with the project's technical specifications and inform promptly of eventual deviations.
• Support the overall management of works implementation to ensure construction work is completed on time, within budget, and to quality standards.
• Supervise the implementation of activities and administration works as per the contractual provisions and project specifications.
• Ensure that the implementation follows quality/quantity control and schedule consistency.
• Providing daily site records with all work activities, information, instructions, and issues, according to the site format report as per the projects’ requirements.
• Conduct a market assessment to examine available construction materials and identify technical solutions and alternatives.
• Act as a focal point between NRC and the contractor.
• Ensuring that all project documentation is properly and safely kept in organized files consistently. Maintain and organize the filing of contracts.
• Communicate with different stakeholders constantly.
• Perform any other tasks assigned by the line manager.
• Provide support to other Shelter Host Offices if needed.
