Role Description:

The SRH Specialist is located in Port Sudan country office. Under the direct supervision of the Deputy Representative, the SRH Specialist provides programmatic and technical leadership to the Country Office (CO) on all aspects related to planning, implementation, monitoring, and reporting of CO SRH humanitarian activities. The SRH Technical Specialist plays a leadership role in coordination of programme implementation and SRH sub-cluster coordination under the health sector response to the ongoing crisis in Sudan. The SRH specialist supervises CO staff under the SRH Unit.

To ensure timely implementation of responsibilities and tasks the SRH Specialist would be responsible for, but not limited to the following:

Job Purpose

Support SRH programme response:

Provide programmatic and technical leadership to support SRH humanitarian response by rapid assessment/s of SRH needs and effective coordination of community and service delivery programmes funded by various funding streams. Provide technical leadership for MISP programme design and implementation. Co-lead the SRH technical coordination group under the Health Cluster humanitarian response. Undertake regular mapping of SRH services and analyze existing bottlenecks impeding access to integrated SRHR services. Suggest innovative approaches on SRH service provision and explore opportunities and entry points to deliver SRH services in the hard-to-reach geographical locations affected by the crisis. Contribute to the development of internal UNFPA capacity on LMIS for effective commodity and supply chain management, including last mile distribution. Support (in collaboration with the Logistics/Procurement unit) procurement of emergency RH kits, equipment and medical supplies as well as dignity kits. Collaborate with Cash and Voucher Assistance (CVA) to ensure that CVA is designed to meet the expressed needs of women and girls to overcome barriers to access to SRH services. Ensure alignment and compliance of COs’ humanitarian responses with UNFPA SRHiE Guidelines.

Resource Mobilization and Partnership:

Maintain working relationship and share relevant information with Health Cluster. Liaise with UN partners for potential joint programming to ensure SRH is well integrated under the ongoing UN crisis response programmes. Actively scan the internal and external environment for potential partnership. Assist CO in developing proposals and fund raising for SRH programming.

Communication and reporting:

Lead development of Sudan humanitarian SRH briefs and analysis. Assist the CO in preparing relevant advocacy material and updates for relevant stakeholders and partners including donors. Keep track and document of UNFPA supported humanitarian interventions in SRH. Provide inputs for SitReps and other communication products (i.e.: OCHA SitRep), as required.

Monitoring and Evaluation:

Monitor SRH assistance to crisis affected populations, in particular IDPs/returnees, and in crisis affected areas. Provide input to the M&E reporting to donors and UNFPA Quantum+ reporting system. Oversee (with the M&E officer) the monitoring of MISP implementation. Conduct monitoring and filed visits, if requested.

Capacity Development:

Support capacity building of national and humanitarian actors on MISP for further scale up Initiate and coordinate training sessions on SRH in emergencies (for health care providers, community services officers, security personnel, refugee/IDP population, host population, etc.).

Any Other Duties:

Perform any other duties as required by the Deputy Representative.

Qualifications and Skills Required:

An advanced University degree in medical sciences or public health, or equivalent qualifications. A minimum of 7 years working experience in the field of reproductive health, preferably in the UN system or INGO. Experience in coordination and implementation of Minimum Initial Service Package (MISP) for Reproductive Health. Proven ability to lead and manage teams to achieve demonstrable results. Strong analytical, coordination and organizational skills. Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations; and, Humanitarian and field experience is a strong asset.

Languages:

Fluency in English is required. Working knowledge of Arabic would be an asset.
