ORGANIZATION, CONTEXT AND SCOPE
IOM in South Sudan has a broad range of programming centered around three broad areas: Humanitarian Coordination and Support; Humanitarian response and Resilience; and Peacebuilding, Transition, and Development. Humanitarian Coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Humanitarian response and Resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender equality and inclusion, Mental health and Psychosocial support and the Management of a Rapid Response Fund. Under Peacebuilding, Transition and Development, IOM South Sudan implements programming on Housing, Land and Property Page issues, Transition and Recovery, Transhumance conflict prevention, Community-based violence reduction, Community development and Migration Management.
Under the overall supervision of the Head of Supply Chain Unit in South Sudan and direct supervision of the Supply Chain Officer and in collaboration with relevant units in Juba, South Sudan, the Senior Supply Chain Assitant will be responsible and accountable for the procurement of supplies, services and works of IOM Country Office, Juba.
1. Sourcing Tasks:
Identify local and international service providers, conduct procurement and logisticstasks within the mission, supply, service/maintenance, contractual agreements.Solicit bids, quotations, tender documents; coordinate the bidding process and provide support for procurement transactions, analyze them for conformity to specified requirements.conduct appraisals and select suppliers, and confirm terms of payment; prepare purchaseorders (PO) and ensure receiving authorization by Chief of Mission and other Mission’s Authorities.Coordinate with the IOM Manila Supply Chain Unit (MSCU), especially for procurement above the mission threshold, as well as with in-location intergovernmental and non-governmental agencies, in order, when possible, to utilize their respective procurement networks.Follow local administrative and finance procedures in accordance with the IOM regulations, specifically voucher systems.2. Procurement Tasks:
Support the management with the procurement of goods, services, and work per the request specifications.Monitor the implementation of appropriate procurement processes, procedures, and solutions.Analyze and evaluate information regarding the vendor's performance as regards quality, prices, delivery, and equipment in conformity with the organization’s requirements.Coordinate with other IOM departments for timely procurement and to ensure all expected merchandise is available in accordance with PO specifications and in good condition.Follow-up on purchase order (PO) status and keep project managers abreast of the estimated delivery time or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications; and ensure all goods are in good condition.3. Coordinate with the IOM Manila Supply Chain Unit (MSCU), especially for procurement above the mission threshold, as well as with in-location intergovernmental and non-governmental agencies, in order, when possible, to utilize their respective procurement networks.
4. Draft contracts and amendments with review by the supervisor
5. In coordination with the Procurement Unit Head and Direct Supervisor, establish and manage Long-Term Agreements (LTAs) to achieve best value for money and procurement lead efficiency.
6. In coordination with the supervisor and the programs, provide technical support in preparing and issuing calls for proposals and bidding documents for the tendering processes of the projects. Ensure the bidding process is done fairly, transparently, and in accordance with the set rules and regulations under the procurement manual.
7. Support the review of procurement requests, identifies service providers, and evaluate information regarding vendors’ performance in the areas of quality, price, and delivery of goods in view of the organization's best interests.
8. In coordination with the procurement unit head and direct supervisor, liaise with the UN and other humanitarian agencies on collaborative tenders.
9. Conducts tracking and reporting of workflow status.
Education Completed bachelor’s university degree from an accredited academic institution in Business Administration, Management, Logistics, procurement or an equivalent combination of training and experience, orHigh school diplomaExperience Four years, or six years for candidates with school diploma, of progressive responsible experience in managing diverse procurement and logistics operations.Excellent level of computer literacy and good knowledge of SAP/PRISM required.Skills Having good interpersonal and communication skills.Having good working knowledge of Microsoft Word, Excel, internet, Outlook Teams and SAP/PRISMLanguages For this position, fluency in English and working knowledge of Arabic is required (oral and written).
