Setting and ReportingThe UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to delivery more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an independent UN Resident Coordinator – the Representative of the UN Secretary-General and the highest-ranking official of the UN Development System at the country level – support countries in the achievement of their development priorities and the attainment of the SDGs. The Resident Coordinator Office (RCO) in Mozambique works to bring together UN Entities to improve the efficiency and effectiveness of operational activities at the country level. The United Nations Country Team (UNCT) in Mozambique comprises 25 UN Agencies, which work together under the United Nations Sustainable Development Cooperation Framework (UNSDCF - CF) 2022-26 to support the country in achieving the SDGs. The CF for Mozambique 2022 to 2026 has four key strategic priorities: (I) human development; (II) economic diversification and sustainable livelihood; (III) climate resilience and sustainable use of natural resources; (IV) peacebuilding, human rights and inclusive governance. In view of the humanitarian context, most of the members of the UNCT are also part of the Humanitarian Country Team (HCT). Mozambique is one of the countries in Africa most exposed to extreme climate shocks. It faces an array of natural hazards, the most prominent are flooding, droughts, and cyclones. The frequency and intensity are increasing due to the global climate crisis, with major consequences for rural communities. With more than 2,700 kilometres of coastline, nine international river basins, high dependence on agricultural yields, high level of poverty, and inadequate infrastructures, Mozambique is extremely sensitive to climatic shocks. Furthermore, the ongoing violence in Cabo Delgado has resulted in thousands of deaths and displacement of local communities, causing a humanitarian crisis and hindering economic development in the region. The conflict is compounded by natural disasters, which have affected a large part of the country and caused significant damage to infrastructure and crops. The combination of insecurity, displacement and extreme weather presents a considerable challenge for Mozambique's sustainable development. Upon the request of the Government of Mozambique, the UN, the World Bank, the EU and the Africa Development Bank, conducted a RPBA exercise, which findings formed the basis for the development of the Programme for Resilience and Development for the North (PREDIN) through the identification of priorities for the socio-economic recovery and peacebuilding. The Government has also launched the Cabo Delgado Reconstruction Plan (PRCD) to address immediate and medium-term needs of the districts most affected by the violence in Cabo Delgado. Against this background and the need to advance the realization of the Sustainable Development Goals, the CF must deliver a more coherent support to development in the North of the country, aligned with the PREDIN and the PRCD, under conditions of profound change and heightened complexity and uncertainty. This will also help underscore the relevance and value-add of the UN development system. The key objective of the Sustainable Development Officer (SDO) is to ensure a well UN coordinated recovery, resilience, development, peace building engagement in full complementarity with the humanitarian efforts. The main contribution of the position is to strengthen the UN contribution to recovery and development in the three provinces of the North of Mozambique (Cabo Delgado, Nampula and Niassa). Under the overall guidance of the Resident Coordinator and the direct supervision of the Head of the RCO and liaising on daily basis with the UNDP Head of the Stabilization programme, the Sustainable Development Officer will be based in Pemba focusing on facilitating dialogue on sustainable development including humanitarian, development and peace issues and developing recommendations for agile development support in the three provinces of the North of Mozambique. ResponsibilitiesThe SDO will work in close collaboration with UNCT members, programme and operations teams of the agencies, UN RCO staff and government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to perform the following tasks: • Works closely with provincial and district authorities, including the Secretaries of State, the Governors, INGD, the Agency for the Integrated Development of the North (ADIN) and other institutions in terms of supporting the implementation of PREDIN/PRCD and ensuring alignment of UN support, especially in harmonizing integrated development, and human rights strategies, while coordinating with OCHA to ensure complementarity between these initiatives and humanitarian action. • Guides the scaling up and integration of the UN development and human rights engagement in Cabo Delgado, Nampula and Niassa Provinces under the UN Sustainable Development Cooperation Framework (2022 – 2026) and the UN support to UPR recommendations. • Guides strong coordination between UN Agencies, and other multilateral and bilateral partners, IFI, private sector, in support to local authorities through the establishment of a wider consultation process and appropriate fora to enhance coordination between development, human rights and peace efforts. • Supports the implementation of UN programmes based on continuous monitoring and analysis of (a) the most critical recovery and development needs, response capacities, access situation, operational environment and applicable security issues and (b) implementation progress of the programmes in the Province. • Works closely with the OCHA to ensure complementarity between development, human rights, peace building and PVE efforts by the UN and the humanitarian response. • Ensures that a seamless communication is maintained between the Maputo level and Cabo Delgado/Nampula/Niassa level through the operationalization of the Provincial Coordination Mechanism. • Leads the development of a common UN advocacy strategy and common messages for public and private advocacy at different levels and actors. • Provides support to joint resource mobilization efforts for Interagency development, human rights and peace initiatives. • Coordinates joint needs assessments and recommends and provides directions on the needs for surveys, data collection and verification to ensure the availability and consistency of consolidated information for planning. • Represents the RC in meetings, and leads and supervises the organization of meetings, seminars, etc. on substantive issues as appropriate. Manages the substantive preparation and organization of such meetings or seminars. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensures that requirements, background information used for data analysis are documented. • Performs other relevant duties as assigned.
