We are recruiting a Senior Protection adviser for the Inter-Agency ProCap Project an initial period of 7 months to be based in Mali. The senior Protection Adviser at the P5 level will will provide direction, advice and technical support towards operationalizing the Centrality of Protection in Mali.
The Inter-Agency Protection Standby Capacity Project (ProCap)
The Inter-Agency ProCap Project is a collaborative initiative that aims to strengthen inter-agency capacity and leadership to deliver on global commitments on the centrality of protection in humanitarian action.
ProCap deploys Senior Protection Advisers (SPAs), as inter-agency mechanisms, to reinforce leadership, programmes and coordination and promotes localization and nexus approaches to ensure that protection is central to humanitarian operations. ProCap SPAs support humanitarian leadership to develop and implement collective protection strategies and clear accountability systems, particularly in situations of internal displacement. SPAs strengthen the interconnections between humanitarian, development and peace actors and adopt inclusive localization and nexus approaches to promote sustainable solutions in collectively reducing protection risks.
ProCap is a capacity development project. ProCap’s objectives are centered around enhancing capacities and strengthening the humanitarian system to sustainably place protection at the centre of humanitarian action. SPA’s task is not to “develop tools” or “coordinate mechanisms”, it is to support effective leadership and enable the local humanitarian system to carry out its protection responsibilities.
Under the direct supervision of the HC and in close collaboration with the HCT, the SPA works in partnership with protection actors, including the Global Protection Cluster (GPC) and its Areas of Responsibility (AoRs), to solidify protection mainstreaming within humanitarian programs and support advocacy for protection outcomes.
The ProCap SPA’s role and responsibilities are based on the following targeted outputs, in coherence with the IASC Centrality of Protection benchmarks:
IASC CoP Benchmark #1: The HCT makes sure that continuous comprehensive intersectoral analysis of protection risks is undertaken and are prioritized for HCT collective action
IASC CoP Benchmark #2: The HCT has designed and is implementing a collective, adaptative, multi-disciplinary protection action plan that is fully informed by the HCT analysis developed and that aims to achieve the protection outcomes the HCT has agreed
IASC CoP Benchmark #3: The HCT regularly documents interim and longer-term results of the protection action plan and adapts the action plan in real time in response to any changes deemed necessary in response to results being achieved and changes in the risk pattern identified.
