    PURPOSE OF THE ASSIGNMENT:

    WFP is looking for a Senior Programme Associate with strong writing skills to support policy dialogue and technical assistance to the Ministry of Education and Human Development (MINEDH), partnerships and communications workstreams for its school feeding programmes.

    GENERAL KEY RESPONSIBILITIES:

    • Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines.

    • Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.

    • Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.

    • Lead and ensure accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders.

    • Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.

    • Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.

    • Support the capacity building of WFP staff, cooperating partners and national government.

    • Act as an escalation point for complex query resolution on all matters within the area of responsibility.

    • Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.

    • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

      SPECIFIC POST REQUIREMENTS:

      Capacity Strengthening and engagement with MEC

      • Act as focal point for regular liaising between WFP and Ministry of Education and Culture and departments to ensure smooth day-to-day coordination on administrative matters related to school feeding (e.g. travel clearances, meeting logistics, conference participation, and document exchanges).

      • Draft and review briefing notes, meeting minutes, and policy documents to support engagement with government counterparts contributing to the creation of advocacy products for school feeding in collaboration with other stakeholders.

      • Support the operationalization of coordination platforms such as national School Feeding Task Force or Technical Working groups.

      • Facilitate the coordination efforts regular joint planning, review, and learning meetings with government partners as well as fundraising campaigns.

      • Ensure alignment of communication and reporting material related to WFP-supported interventions with national strategies, plans, and priorities.

      • Coordinate the preparation and dissemination of guidance materials and training material for implementing partners and government staff and lead the coordination for the NFI procurement for SF programmes for government.

        Knowledge Management and Reporting

        • Collaborate with the M&E team to ensure that, building on existing data and studies, key insights and knowledge are synthesized and presented effectively, including through the regular updating of the national school feeding indicators summary.

        • Document best practices, lessons learned, and success stories to support continuous learning, improve programme quality, and strengthen advocacy efforts.

        • Support the preparation of inputs for internal and external reports, proposals, donor briefs, and policy dialogues ensuring that knowledge and evidence are accurately reflected and accessible.

        • Lead knowledge management to ensure accuracy, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders.

          DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

          • Has 3 years’ experience engaging with the government or in other types of partnerships

          • Relevant work experience related to the fields of international relations, public administration/policies, development cooperation or humanitarian assistance

          • Has excellent writing skills in English and Portuguese

          • Has provided input to policy discussions

          • Has participated in implementing technical programs

          • Has implemented programmes with increased level of responsibility

          • Has experience writing project proposals, reporting or communication materials

            STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

            Education: Completion of secondary school education. A post-secondary certificate in related functional area. A University degree is considered a plus in the related areas of social sciences, public administration/policies, international relations, communication.


            Experience: Seven years or more of professional experience in the relevant field of work, with a background and interest in international relations, public administration/polices, development cooperation or humanitarian assistance.


            Language: Fluency in both oral and written communication in Portuguese and English.

            Duty Station: Maputo

            Duration: 12 months
