Terms of Reference1. General Background
The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The UN Refugee Agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.
UNHCR has helped millions of people to restart their lives. They include asylum seekers, refugees, returnees, stateless people and internally displaced persons. Its interventions in the areas of protection, shelter, health and education have been crucial, healing broken pasts and building brighter futures.
The UNHCR Office in China was established in 1979. Although China has been party to the 1951 Convention and 1967 Protocol since 1982, it has no law comprehensively governing asylum. In the absence of national refugee legislation, UNHCR continues to register asylum seekers, conducts individual refugee status determination under its mandate, seeks durable solutions for refugees, and provides direct assistance to the refugee population in mainland China.
The Standing Committee of China’s National People’s Congress adopted an Exit-Entry Administration Law on 30 June 2012, which came into force on 1 July 2013. This domestic law includes a provision (Article 46) regarding the treatment of refugees, which foresees, interalia, the possibility for persons of concerns to legally reside in China on the basis of a temporary identification to be issued by the authorities. UNHCR has been advocating for implementing regulations concerning Article 46 as well as working on building the capacity of the Government of China to implement its obligations under the 1951 Geneva Convention relating to the Status of Refugees and its 1967 Protocol.
UNHCR will continue to work with all stakeholders in China to ensure persons of concern receive adequate protection and assistance as well as to seek durable solutions for refugees.
The Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External Relations (DER) and is responsible for mobilizing resources and other forms of support from the private sector. In 2019, UNHCR China Office set up a new Private Sector Partnerships team to mobilize resources from the Chinese private sector to support our work globally. One of the key aspects in PSP’s work is to expand UNHCR’s engagement with the general public including UNHCR’s existing and potential supporters.
UNHCR is now looking for a highly motivated and driven PPH fundraiser, with a background in either project management, private sector fundraising, Corporate Social Responsibility (CSR), communications or marketing to assist the PPH team to develop partnerships with corporate sector and provide cultivation and stewardship for existing corporate donors.
2. Purpose and Scope of Assignment
Work under the guidance of the Associate PPH Officer, the incumbent will assist in the
followings:
• Assist to develop fundraising proposals to the identified corporates, foundations and HNWI/Major donors in line with the Private Partnerships & Philanthropy fundraising strategies and action plans.
• Assist to maintain and strengthen the partnerships with the existing corporates, foundations and HNWI/Major donors by providing daily stewardship services including report, update, etc.
• Assist to enhance the HNWI/Major donor journey in line with Middle Donor Value programme through close consultation with Individual Giving (IG) team.
• Liaise with global and regional PPH staff as well as field colleagues, when necessary to provide information and answers to the corporate and major donors.
• Conduct preliminary due diligence screening research about potential donors and process the due diligence clearance with the focal point of the global PPH team.
• Monitor market trends related to the overall PSP activities, particularly PPH sector.
• Draft various communication materials such as newsletters, appeals, presentations, proposals, updates, regular/annual reports in timely fashion and provide the reports to the donors concerned after getting clearance from the supervisor.
• Process necessary administrative actions required for PPH team management which includes i) donation receipt issuance, upon receipt of the donations from donors and send it back to the donors, ii) income recording into the donor base, iii) organizing meetings, briefings, events and field missions and write summary reports/minutes for record.
• Perform any other related duties that may be required.
3. Monitoring and Progress Controls
The individual contractor will work in the UNHCR office under direct supervision of Associate PPH Officer and will be assessed according to;
- Ensure that PPH income targets are achieved in a cost effective manner
- Number of PPH donors diversified and partnerships with UNHCR continued in a long term manner
- Number of presentation and proposals produced in a year to obtain new partnerships
- Number of professional report prepared and delivered to donors
- Number of due diligence documents submitted to HQ
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
Completion of high school diploman or university degree in Business Administration, Communications, Marketing, International Relations, Sociology, or other related discipline.
b. Work Experience
- Minimum 2 years working experience for High School Diploma, or 1 year for Bachelor degree and above, including experience of PPH programme in fundraising from UN agencies, iNGOs, international organizations, and/or Corporate Social Responsibility (CSR).
- Excellent knowledge of UN (especially UNHCR) procedures.
- Excellent knowledge of MS Office Suite (in particular Excel) and Powerpoint Presentation.
- Excellent knowledge of English.
c. Key Competencies
- Work experience in professional fundraising skills, and/or marketing skills;
- Understanding about UNHCR's works and/or humanitarian issues;
- Proven skills in writing, drafting, translation and communication and presentation skills;
- Proven experience in research and networking with the PPH programme
- Excellent writing and speaking skills in both Chinese and English
