Senior Officer, Investigation Evidence and Standards - GL D

The Senior Officer, Investigation Evidence and Standards serves in a central advisory role for the Investigations Unit (IU), guiding the development of case strategies, evidence collection and presentation of findings by investigative teams. The Senior Officer will function in an independent manner and require a significant level of subject matter authority to advise investigators. The Senior Officer will regularly liaise with the Legal and Governance Department to ensure proper interpretation and understanding of prohibited practices and other factors linked to OIG investigations, and consider common principles of administrative and legal standards.

Key Responsibilities

Under the general supervision of the Deputy Head of Investigations, the Senior Officer will:

  • Advise, in an independent manner, the investigation team in case development strategies and implementation. Areas of advice include the collection, handling and evaluation of evidence obtained during an investigation. Review compiled case evidence and provide edits, comments and recommendations on all written deliverables summarizing investigative findings prepared by investigators. The incumbent will work with the teams, including IU management, to resolve outstanding issues pertaining to the sufficiency or presentation of evidence before deliverables are finalized.
  • Engage with the Legal and Governance Department and conduct legal research and analysis, as required, and maintain updated knowledge of relevant ILOAT or other appropriate international organization jurisprudence, especially as relates to evidence and standards matters and case precedents.
  • Draft clear, concise and high-quality communications and other relevant documentation to memorialize the results of the evidence and standards reviews.
  • Regularly update IU managers, and OIG leadership as appropriate, of significant or recurring evidentiary issues identified in relation to investigative findings at the earliest appropriate opportunity.
  • Prepare and deliver annual workshop(s) for IU to discuss recurring or common issues identified in evidence and standards reviews and changes in policy or jurisprudence that could impact evidence collection, handling or analysis.
  • Work with Deputy Head of Investigations to review and revise policies and Standard Operating Procedures (SOPs) in connection with evidence and standards matters.
  • Support OIG in preparing responses to inquiries from Legal and Governance Department or in connection with any Sanctions Panel activity as pertains to sufficiency of evidence cited in OIG reports and other fact-finding deliverables.
  • Liaise regularly with internal and external stakeholders, including close coordination with the Legal and Governance Department on matters pertaining to institutional legal risk as appropriate. Activities may include providing key inputs on institutional policies and frameworks pertaining to OIG activities, prohibited practices, and other integrity matters.
  • Undertake ad hoc assignments upon demand of Inspector General (IG), Head of Investigations or Deputy Head of Investigations.
