We are currently seeking qualified candidates for the position of Senior Coordination Advisor for the Feed the Future Ethiopia Community Nutrition Activity.

Position Description

The Senior Nutrition Coordination Advisor will provide technical and programmatic direction and support to the Scaling Up Nutrition (SUN) and Food System and Nutrition Council/Multisectoral Coordination structures at different levels. S/He will coordinate closely with and support the Ministry of Health Nutrition Coordination Office, SUN Multi-stakeholder Coordination Platform (SUN MSP), SUN Networks and other food system and nutrition coordination offices and structures in Ethiopia. The Senior Nutrition Coordination Advisor needs to be well versed with the issues around the management and coordination of Scaling Up Nutrition Networks, the Food System and Nutrition Council and coordination platforms at different levels. Working closely and harmoniously with senior leadership, technical and programmatic staff of SUN Networks and Food System and Nutrition Council and coordination offices, the Senior Nutrition Coordination Advisor will have to ensure smooth delivery and reporting of SUN and Food System and Nutrition coordination activities and outcomes. The position holder is also expected to coordinate the advocacy efforts to influence effective implementation, planning, monitoring, and evaluation of the Nood and nutrition Policy (FNP), the Food system and Nutrition Strategy (FNS) and SUN Network functions at all levels. S/He will provide technical leadership through a holistic technical approach, guidance, and coordination with the SUN movement and Food System and Nutrition Council and coordination platforms to ensure that SUN, FNS and Seqota Declaration initiatives are cohesive and well managed.

S/He represents FHI360 Community Nutrition values and principles in interactions with staff and external audiences.

Key Responsibilities

  • Provide technical support for the establishment and functioning of the Food System and Nutrition Council and coordination structures at different levels.
  • Provide technical and programmatic leadership in the design and implementation of the project supported coordination and advocacy activities for SUN and the Food System and Nutrition Council.
    • Provide technical and programmatic leadership in the design and implementation of SUN and Food System and Nutrition Council coordination arrangements based on assessment findings, and national food system and nutrition strategy, food systems roadmap, Seqota Declaration and multisectoral guidelines.
    • Design evidence-based approaches to strengthen SUN MSP and the Food System and Nutrition Council, multisectoral coordination, budgeting and integrate within project activities according to the strategy and action plan.
    • Provide technical support for the Activity in the creation and dissemination of SUN and multisectoral food system and nutrition tools, strategies for technical assistance and mentorship, reports, and interventions.
      • Provide technical guidance and support to the Government of Ethiopia Ministry of Health Nutrition Coordination Office, SUN MSP coordination platform, SUN Networks, Food System and Nutrition Council and its implementing sectors in both development and humanitarian contexts.
      • Provide support to the National SUN MSP lead, SUN Networks and multisectoral food system and coordination platforms at different levels in advocacy, resource mobilization, activity tracking, coordination, implementation, monitoring, and reporting.
      • Leverage existing nutrition projects to support national and regional SUN and Multi-sector food system and nutrition coordination activities.
      • Provide technical leadership in building linkages between different sectors and national and community platforms for increased coordination and collaboration.
      • Lead the capacity strengthening efforts for key food system and nutrition stakeholders including the SUN MSP, Food System and Nutrition Council and its coordination platform, and Ethiopia Nutrition Leaders Network.
      • Facilitate coordination meetings between the food system and nutrition sectors and food system and nutrition development partners to identify specific needs associated with the establishment and rollout of Food System and Nutrition Councils (FNCs).
      • Lead the Activity’s multi-sectoral coordination engagement with all nutrition specific and nutrition sensitive projects.
      • Participate in and lead the development of concept notes, log frames, proposals, budgets, workplans and roadmaps, and implementation.
      • Identify capacity gaps on food system and nutrition council establishment in collaboration with MOH nutrition coordination office and provide support to address the gaps.
      • Provide technical assistance for needs assessment initiatives of the different SUN and Food System and Nutrition Coordination platforms.
      • Represent Feed the Future Community Nutrition Activity in different workshops and review meetings.
      • Ensure technical deliverables and implementation are consistent with best practices.
      • Proactively identify risks or challenges to technical deliverables and create mitigation plans.
      • Review, assess, and evaluate the effectiveness of multisectoral nutrition governance interventions and make recommendations for enhancements.
      • Actively monitor field activities and ensure timely completion of work.
      • Provide technical supervisory support to Governance Specialists based in the regions.
      • Prepare and submit regular high-quality reports.
      • Ensure proper documentation of experiences and lessons learned.
      • Engage in capacity building activities including training, experience sharing visits and knowledge transfer to Food system and Nutrition Council and SUN Networks.
      • Contribute to learning and research that supports the SUN movement and Food System and Nutrition Council, coordination advocacy objectives.
      • Coordinate, facilitate and participate in SUN and multisectoral food system and nutrition coordination meetings to monitor progress and take corrective measures where appropriate.
      • Provide support and participate in SUN Country Joint Assessment Mission, food system and nutrition joint supportive supervisions to regions and lower-level structures and document and share best practices.
      • Perform additional tasks and duties as required.

        Desired experience, skills, and attributes

        • Sufficient technical expertise and experience, and demonstrable professional excellence to fulfill the requirements of the position.
        • Demonstrable ability to interact with donors, particularly USAID, implementing partners, and the government on SUN, leadership, governance, and sustainability issues.
        • Outstanding technical knowledge and experience in senior coordination advisory roles.
        • In-depth understanding of the SUN and food system and nutrition sector.
        • Strong oral and written communication and presentations skills.
        • Familiarity with USAID or other USG administrative, management and reporting procedures and systems; experience in developing contracts is a plus.
        • Proven track record in working with leadership and technical experts and fostering teamwork.
        • Ability to coach, mentor, and develop technical capacity in SUN, nutrition leadership and food system and nutrition coordination programs.
        • Exceptional written and verbal communication and interpersonal skills.
        • Good presentation, training and facilitation skills, excellent understanding of the global, regional, and national SUN movements and Food System and Nutrition Coordination work.
        • Highly level of socio-cultural awareness and ability to work with people from diverse backgrounds.
        • Fluency in English is required.
        • Demonstrable mastery of Microsoft Office Suite

          Business Development and Client/Funder Support:

          • Collect data for inclusion in proposals
          • Assists with proposal research

          • Develops and maintains relationships with potential clients / funders, partners, peers, etc. to develop new business.
          • Participate in business development meetings with partners/clients.
          • Develop strategies to grow the business.
          • The other higher-level (develop strategies to grow the business, lead design, etc.) are appropriate.
          • Participate in client / funder meetings and provide technical input.
          • Draft sponsor reports and presentations.
          • Represents the organization and / or Institute to external entities at professional meetings and conferences.
          • Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs (non governmental organizations) and consistently maintained and viewed as a knowledgeable resource in their technical area.
          • Continually maintains a dialogue and technical exchange with field counterparts and technical staff members of implementing partners.
          • Participate in client / funder meetings and draft reports/presentations.

            Partner/Sub-Award Management:

            • May be daily POC (Point of Contact) with clients for some projects on technical matters.

              Capacity Building, Training and Supervision:

              • Develops and implements technical training and capacity building interventions.
              • Identifies strategies to address training gaps.
              • May supervise or provide technical guidance to staff members locally and in the region.

                Operations Management (Finance, HR, etc.):

                • Manages the processes, services, planning, organizing, coordinating, and controlling of all technical resources for a project.

                  Project/Program Reporting:

                  • Drafts sponsor financial and technical reports.
                  • Collates and uploads output and deliverables data to sponsor data systems.
                  • Prepares and delivers presentations to sponsors on progress.
                  • Helps in the development and review of work plans.
                  • Creates technical content, owning the content, true experts at an advanced level (maybe the most senior technical person).
                  • Serves as the primary author for technical deliverables (e.g., reports, presentations, manuscripts).
                  • Gathers and aggregates data to provide a summary / high level overview.

                    Quality Assurance:

                    • Ensures technical deliverables are consistent with best practices in the industry / subject and meet client / funder contractual obligations
                    • Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.

                              Education:

                              • Master’s Degree or its International Equivalent in public health, nutrition, international development, or related fields. Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
                              • Project Management (PM) Certification preferred.

                                Experience:

                                • Minimum of 10 years of related work experience, including in managing and coordinating Scaling Up Nutrition, multisectoral food system and nutrition coordination and governance initiatives for donor-funded programs, preferably in Ethiopia or similar country contexts.
                                • At least 8 years of relevant senior-level professional experience in managing and implementing nutrition programs in Ethiopia.
                                • Strong interpersonal, networking, advocacy and lobby skills and demonstrated competency in stakeholder engagement.
                                • Deep understanding of the Scaling Up Nutrition movement and national food system and nutrition policies, strategies, and coordination platforms.
                                • In-depth understanding of local government functions, and planning and budgeting processes from the national to the kebele level.
                                • Ability and willingness to travel up to 20% of the time.
                                • Documented experience providing technical assistance, capacity building and business development in the specific technical domain.
                                • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
                                • International or Domestic (US) Program Development or Program management preferred.
