Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.
The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.
The position is located in the Investigation and Inspection Unit, Office of Internal Audit and Oversight (IAO) of the ILO. IAO is an independent oversight function, which is responsible for internal audit, investigation and inspection activities. Its activities cover all ILO operations world-wide and aims to provide independent assurance to the Director-General and the Governing Body on ILO’s systems of governance, risk management and internal control as well as undertake fact-finding investigations into allegations of fraud, corruption, other financial irregularities, waste and misuse of resources, other acts of administrative misconduct, retaliation against whistle blowers and sexual exploitation and abuse.
The Senior Investigator is responsible for planning, conducting and reporting on investigations in accordance with the Conference of International Investigators Principles and Guidelines, jurisprudence of the ILOAT and IAO’s Standard Operating Procedures.
The position reports to the Chief of the Investigation and Inspection Unit under the general direction of the Director of the IAO.
1. Undertake initial assessments into allegations, identifying key issues and lines of inquiry.
2. Develop an investigation plan for each case setting out the work required and the order of completion.
3. Prepare and conduct interviews, ensure evidence collection is conducted with integrity.
4. Analyse the available evidence and prepare investigation reports. Propose appropriate remedial measures for management consideration based on the results of the investigation to minimize the impact of violations and improve internal controls.
5. Supervise and report on the work of investigator colleagues or other internal or external professionals working with IAO as needed.
6. Monitor best practices of internal investigations in international organizations and provide suggestions for updating IAO policies and procedures accordingly, as appropriate.
7. Represent the Office at inter-agency forums and participate in meetings on issues related to investigation and inspection.
8. Perform other relevant duties as assigned.
Advanced university degree (Master’s or equivalent) in law or other relevant fields relating to investigations. A first-level university degree (Bachelor’s or equivalent) in the afore-mentioned field or other relevant fields with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
At least seven years of progressively responsible experience in administrative or law-enforcement investigation and/or fraud examination, including at the international level. Prior experience in the UN system is desirable. Experience in data analytics or related area is desirable.
Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language. One of these languages must be English.
In addition to the ILO core competencies, this position requires:
• Excellent drafting skills to prepare reports of inspection/investigation findings and recommendations effectively and adequately
• Effective oral communication skills to interact with staff at all levels and externally to third parties.
• Interviewing skills in the context of administrative investigations and in accordance with the CII Principles and Guidelines and the standard operating procedures.
• Sound knowledge of Organization’s mandate, financial rules, procedures, regulations, policies, plans and priorities of Organisation’s activities.
• Computer skills, with a good knowledge of computer programs and software packages.
• Ability to take decisions and to communicate effectively.
• Ability to work with the minimum of supervision and guidance.
• Ability to handle confidential matters.
• Ability to work with tact, total discretion and ability to deal with staff members on issues that are sensitive to cultural differences.
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
