GIZ International Services is preparing for a UNOPS tender in Southeast Asia.

The Southeast Asia Regional Program on Combating Marine Plastics (SEA-MaP Regional Project) is a five-year program financed by the World Bank. Its objective is to aid the Member States (AMS) of the Association of Southeast Asian Nations (ASEAN) in combating marine plastic pollution and mitigating its negative impacts.

The Innovation and Investment Platform is a flagship component of SEA MaP and will provide a fully ser-viced accelerator and investment matchmaking service supporting startups and their partners to achieve scale and secure investment. (To qualify to receive support, startups must apply in partnership with a pos-sible investor or business partner). The platform will be set up with a view to ensuring it’s continuity as a calatyst for up- and mid-stream innovation addressing marine plastic pollution after the SEA MaP project ends.

GIZ is bidding for the contract to implement this platform and, in that context, is looking for a Senior Innovation and Investment Advisor (hereafter “Senior Advisor”) to manage the accelerator process from recruiting innovators to providing technical assistance, to matchmaking startups with potential investors. This will be a leadership role with responsibility of supervising a team of advisors.

Your tasks

Tasks may include (but will not be limited to):

In your role you are responsible for a prominent area of specialist expertise within a clus-ter/large-scale project and for the organisational implementation of the project’s measures and activities. You contribute to the conceptual design of the project, in particular its modification or realignment, and represent the cluster/large-scale project vis-à-vis external parties in consulta-tion with your line manager. You perform prominent tasks and provide technical and substantive contributions to overarch-ing issues in cooperation with commissioning parties/clients, partners and other actors, thereby supporting the achievement of the agreed objectives of the given cluster/large-scale project and providing impetus for further strategy development. You are also responsible for providing specialist support to colleagues in salary bands 2-4, and ensure the quality of the commission’s outcomes. In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You provide competent advice in your thematic area based on existing regulations and with due regard for P+R. You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks. In consultation with the country director or your line manager, you use your contacts both to act as a point of liaison for all matters in your specialist field and to strengthen alliances and cooperation arrangements on behalf of the company. You are also responsible for knowledge management, such as training measures, in your the-matic area. You perform the tasks assigned to you by your line manager, where required.

Main activities:

Overseeing validation study of the overall platform concept, and based on this, coordinat-ing – alongside the Project Director, IT Lead, and Communications Lead – the develop-ment and deployment of the platform, including the full definition of the services to be of-fered and the criteria and process for selecting startups. Overseeing the recruitment of startup partnerships onto the platform, including assessing their needs to define how they would benefit the most from the accelerator services. Coordinating with the IT Lead and Communications Lead to ensure a coherent and consis-ten messaging across all communications channels and activities. The Senior Advisorwill also edit and curating content developed by the platform from a technical perspective. Provide linkages to counterparts in relevant innovation ecoystems, including through exist-ing networks, such as investors, venture capital, universities, other accelerators/incubators, public sector counterparts. Coordinating the assignment of acceleration services to startup partnerships and oversee-ing the day to day management of the short term experts contracted to provide these ser-vices. Your profile

Qualifications & Skills

At least a Masters Degree in Business, Management, Organizational Development, Environmental Management, Public Administration or similar qualification in a relevant area Excellent command of English language (C1) Knowledge of an ASEAN language will be an advantage

General Professional Experience

At least 10 years of relevant experience in the fields of innovation, consulting, coaching or capacity building, preferably with a focus on startup acceleration. At least 5 years of professional experience working within a multistakeholder environment including public institutions, academia and the private sector. Proficiency in building capacity of innovators, and providing advice to startups, and/or supporting investors to identify opportunities. Experience in managing large, complex, multi-stakeholder programs.

Specific Professional Experience

A technical leader in sustainability, focusing on areas such as circularity and plastic waste prevention. Demonstrated experience working in cross-cultural settings, especially in ASEAN. Demonstrated skills in managing people. Experience in program design and continual improvement methodologies.
