Background:

The post is located in the Mission to Bosnia and Herzegovina (Mission), Fund Administration Unit programme, ICT Section, Software Development team (ICT/SD) that provides effective and efficient software development services to enable the Mission to implement its mandate. The team has one Senior ICT Assistant (G6) post and one National Information Systems Developer (NP2) post. To effectively and efficiently support Mission activities, ICT/SD team provides software development services by maintaining and improving existing and implementing new Information Systems and by providing expert advisory to Programmes.

The main purpose of the role is the delivery of the software development and related advisory services, for realization of the team objectives, for continuous service monitoring and improvement recommendations and for providing guidance and advice to users. The objective of the role is effective support of the Mission activities through provision of appropriate information systems and expert advisory during the implementation of the Programme projects. Should you be selected for this position, you will also participate as a team member in the organization-wide software development projects to contribute to the achievement of organizational objectives. The daily work consists of several related tasks where you will evaluate the necessity of using information systems, selection of appropriate technology and system design and make decisions related to securing sensitive information stored in the information systems. You must decide on the most appropriate methodology for the implementation of solution and make recommendations regarding database software, application development tools and software development software purchases.


Tasks and Responsibilities:

Under the direct supervision of the National Information Systems Developer (NP2) and the overall supervision of the National Chief of ICT Services (NP3), should you be selected for the position, you will tasked with the following duties:

1. Maintaining and improving the existing systems and implementing new Information Systems and facilitating technical enhancements. The incumbent participates in the entire software development lifecycle: analyses, prepares requirements, designs, creates documentation, develops, tests, implements, deploys, secures, administers, monitors, performs backup and recovery, audits and maintains Mission’s in-house developed information systems (applications, databases, web and database servers, etc.) and other organizational related systems (such as SharePoint Intranet, etc.). The incumbent also implements, administers and maintains Mission’s software development environments (servers and clients) in terms of functionality and security by installing, configuring and monitoring required servers, clients, software components, applying patches and upgrades, etc;

2. Contributing to the continuous improvement of the information systems and software development services in general by providing regular monitoring and improvement recommendations to managerial structures (for improvement of existing systems, procedures, technical aspects of the system, applicability of the new solutions in further alignment of ICT assets for the future Mission needs, etc.);

3. Supporting Mission activities during planning and implementation of the various Programme projects and activities by providing technical expert advice on proposed courses of action and most effective implementations in terms of ICT capabilities, strategies and Organization's rules and regulations;

4. Supporting organizational ICT activities by implementing assigned tasks in the agreed organization-wide software development projects in collaboration with other ICT and business teams and users;

5. The incumbent provides training related to the information systems to all staff: produces technical documents, user manuals, training materials and presentations and conducts user training sessions.

Necessary Qualifications:

Completed secondary education, supplemented by formal software development course/training and certification; A minimum of six (6) years of relevant work experience in design, development and administration of the database systems, client and web applications using platforms and technologies including but not limited to: Microsoft SQL Server, Transact-SQL, Microsoft Access, Internet Information Services, .NET, ASP.NET, Classic ASP, MVC, C#, LINQ, Visual Basic, Visual Basic Script, JavaScript, jQuery, HTML, CSS, Git, etc. preferably in an international organization or company; a university degree in a relevant field may be considered as a substitute for up to two years of working experience only to determine eligibility; Thorough knowledge of common software development patterns and architectures; General knowledge of modern network and security concepts and operations with a focus on Microsoft Active Directory-based infrastructures; General knowledge of Microsoft SharePoint architecture, operation and management; Experience in providing training related to internally developed applications and solutions to various staff in the Organization; Ability to continuously learn, develop and adapt to changing nature of the position; Professional fluency in English and in local languages with excellent communication (both oral and written) skills;

Assets:

ITIL or similar service management certification would be an asset Knowledge of other OSCE working languages would be an asset

Remuneration Package:

Monthly remuneration, subject to social security deductions is 2,645.59 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
