The UNHCR MENA Regional Bureau in Amman, Jordan, covers 14 countries in the region. These continue to pose overwhelming challenges, with multiple and complex emergency situations on an unprecedented scale.

As the MENA Bureau supports the human resources management across the region, it is of paramount importance to maintain clear oversight, provide guidance and ensure compliance. The recruitment of HR experts enables the performance of core functions which extend to provision of advice, capacity-building, guidance on policy and operational issues to ensure compliance with UNHCR Human Resources rules and regulations. In addition, the incumbent will assist in gathering information and data from the region to support HR planning, implementation, reporting and statistics for monitoring financial implications and HR processes.

The Senior HR Assistant will be working under the supervision of the HR Officer, assisting him/her in personnel administration and other HR related matters, including the process of recruitment and appointment of staff, in the performance management and welfare issues of staff under area of responsibility (AOR), and administration of the Medical Insurance Plan. S/he should have HR experience preferably with UN/UNHCR, familiarity with HR tools (people-soft) and demonstrates an overall understanding of the fundamentals of HR. S/he is expected to be highly flexible and able to cope with multiple requests. S/he must have proven cultural flexibility, professionalism, integrity, confidentiality and respect for diversity.

Functional Statement:

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Responsibility

Authority **

  • Initiate calculations for payments related to personnel issues such as settlement of travel claims, overtime claims, hazard pay, MIP reimbursements, medical and security evacuations, shipment costs.

  • Initiate routine correspondence on HR matters for the authorizing officer’s approval.

Essential Minimum Qualifications and Experience:

  • Completion of secondary education with certificates in secretarial and administrative training.

  • Minimum 5 years of previous relevant work experience.

  • Good knowledge of UNHCR administrative procedures and processes and exposure to provision of support services in an international organization.

  • Fluency in English and working knowledge of another relevant UN language or local language.

Desirable Qualifications & Competencies:

  • Working knowledge of other UN language(s).

  • Field experience with UNHCR and/or with other humanitarian organizations is an asset.

  • High IT affinity and working experience of PeopleSoft/MSRP.
