Field of Expertise Requirements

Advanced university degree in law, economic, political sciences, social sciences, international relations, public policy or equivalent professional experience; Knowledge of international standards and instruments; Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Second-level university degree in law, economic, political sciences, social sciences, international relations, public policy with professional experience.
Experience:
A minimum of 4 years (6 years with a relevant first-level university degree) of relevant professional experience.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
• International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located,
• At least five years of experience working within or providing advisory services to anticorruption bodies, investigating and/or prosecuting corruption cases in an anti-corruption agency, law enforcement, prosecution service or the judiciary or working as technical adviser on anti-corruption in international organizations or a non-governmental organization, is required;
• Substantial knowledge of the Project Management Cycle particularly in governmental structures, international organizations, NGOs and public policy development;
• Professional fluency in English with excellent oral and written communication skills, including excellent drafting and reporting skills;
• Ability to conduct research, analyze data and write concisely, drafting talking points, speeches and other documents;
• Demonstrated ability and willingness to work as a member of a team, with people of different gender, different cultural and religious backgrounds as well as diverse political views while maintaining impartiality and objectivity;
• Cultural sensitivity and judgement;
• Experience in negotiating and liaising with governmental authorities;
• Flexibility and ability to work under pressure and within tight deadlines;
• Computer literacy, with knowledge to operate different Windows applications, including word processing and e-mail;
• Availability to travel in and outside Albania if required.
Desirable:
• Experience working in South East European countries or other transitional countries.
Tasks and Responsibilities
Under the direct supervision of Head of Governance in Economic and Environmental Issues Department, the incumbent is responsible for:
1. Assisting in planning and developing the mid-term strategic objectives of the department in the area of anti-corruption and good governance and its activities in accordance with the Field Operation’s (FO) mandate, the Governance in Economy and Environmental Issues Department’s vision and needs;
2. Providing advice to the HoD and the senior management on anti-corruption and good governance issues;
3. Providing recommendations to the relevant national agencies and institutions on the analysis, development, implementation of legislation, strategy, policy and practice in the area of anticorruption and good governance;
4. Advising and assisting the national counterparts in identifying and analyzing capacity development requirements in sphere of anti-corruption and good governance, proposing appropriate initiatives, plans, projects, course of activities to address them;
5. Providing relevant analysis, background papers, researches, policy advice and speeches for internal and external use in response to the identified needs in the above-mentioned areas of responsibility of the Department;
6. Organizing, facilitating or participating in various events, such as conferences, workshops, seminars, meetings, working groups, aimed at improving national capacities to address anticorruption and the recovery of the proceeds of crime related challenges;
7. Co-ordinating activities with concerned international partners to prevent duplication and overlapping; co-operate with colleagues from neighboring OSCE FOs for the purpose of promoting the regional approach while providing assistance in the sphere of anti-corruption and good governance;
8. Participating in the delivery of training, coaching and mentoring to national trainers on anticorruption and good governance; facilitating the organization of practical exercises in the sphere of anti-corruption and good governance for/with local partners;
9. Assisting in the development and implementation of Unified Budget and other related projects, including ExB projects, and initiatives of the unit if needed;
10. Performing other related work as assigned
