Senior GBV Assistant
Organizational Setting and Work Relationships
The Senior GBV Assistant supports the operations' efforts to fulfil UNHCR's mandate and associated obligations on GBV prevention, risk mitigation and response based on policy and guidance.
The Senior GBV Assistant works under direct supervision of a more senior GBV/Protection colleague who defines overall work objectives and provides regular advice and guidance. S/he collaborates closely with the UNHCR management and the Protection team in the country and strengthens working relations with other agencies involved in GBV prevention, risk mitigation and response.
The Senior GBV Assistant will focus on individual case management and provision of counselling to GBV survivors, while strengthening safe and ethical data collection.
S/he promotes alignment with GBV minimum standards and respect of GBV Guiding Principles.
S/he also ensures that persons of concern, women and girls, are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

Duties
- Support activities in GBV prevention and response with implementing and operational partners
- Support the implementation of multi-sectorial response to GBV (including health, psychosocial support, case management, legal, and security).
- Contribute to measures to prevent and respond to GBV incidents.
- Contribute to safety audits and other relevant assessments.
- Support the implementation of Standard Operating Procedures (SOPs) for GBV response as well as other protection/solutions activities.
- Support the provision of case management to GBV survivors (if relevant in operation) in line with GBV Guiding Principles;
- Liaise with other protection units for relevant referrals (including to the durable solutions unit).
- Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics for the protection unit / section.
- Ensure the wishes of survivors are prioritized as per the survivor-centred approach. Enforce compliance with, and integrity of, all protection standard operating procedures for GBV as well as the GBV minimum standards and Guiding Principles.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential
2 years of previous work experience relevant to the function of GBV in a local context and having experience in the field of GBV prevention, mitigation and response, broader protection or social work involving empowerment of women and girls, gender, child protection, mental health, counselling and working with survivors, humanitarian and development issues. Knowledge of GBV minimum standards, Guiding Principles and GBV case management standards.
Desirable
Knowledge and experience of participatory approaches to engaging with and mobilizing communities. Good understanding of displacement and protection issues including, child protection, education and the application of the Age, Gender and Diversity Policy.

Desired Candidate Profile UNHCR is looking for a Senior GBV Assistant, G5. The Senior GBV Assistant supports the operations’ efforts to fulfil UNHCR’s mandate and associated obligations on GBV prevention, risk mitigation and response based on policy and guidance.
The candidate will work in close collaboration and coordination with the GBV team under the supervision of the Snr. Protection Officer and primarily perform the functions as per the Job Description.
UNHCR’s GBV team in Moldova works in close coordination with other UNHCR units, as well as with partners and stakeholders. The work encompasses managing a comprehensive GBV programme with partners that includes prevention and response activities, and co-leading the GBV sub-sector. The work is fast-paced, with urgent and complex tasks that require strong problem-solving skills, and the willingness to build collaborative relations with partners while advocating for the meaningful and sustainable inclusion of refugees.
The position requires a highly motivated individual who can work seamlessly with teams and support completing the Unit’s activities. The candidate must have good organizational skills and ability to manage deadlines. They must demonstrate qualities and a proven ability to support processes related to gender equality and GBV as well as the work related to coordination with partner organizations. Understanding Moldova’s gender and GBV context is key and previous work experience the area(s) of gender equality or GBV is required. Experience with individual case management is required. Knowledge of UNHCR’s work on GBV as well as its policies on GBV Prevention, Risk Mitigation and Response, and on Age, Gender and Diversity Policy is essential.
The candidate must demonstrate qualities and a proven ability to manage functions related to working with partner organizations and individual case management
The candidate must be able to communicate clearly and effectively and establish an enabling and collaborative working environment, including with partners, government counterparts, and forcibly displaced and stateless persons. The candidate must have a strong commitment to continuously learn about GBV and other areas, and to enhance their capacity and skills through training opportunities.
Working experience with UN/UNHCR or other international public sector organizations is an added advantage. Knowledge of GBV Guiding Principles, gender equality and the empowerment of women are required. Interest to work with refugees with diverse backgrounds, including LGBTIQ+ people, sex workers, persons living with HIV and persons who use drugs, is a must.
Willingness to undertake field missions and conduct discussions with parents, schools, and local authorities is essential.
Working knowledge of English and Russian is required, working knowledge of Romanian or Ukrainian, is considered an asset.

Remuneration & Benefits:
A competitive compensation and benefits package is offered. The annual net salary is between MDL 324,405 and MDL 378,470 depending on relevant experience, excluding allowances (if applicable), mandatory medical insurance and pension fund enrollment.
Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar month of service (i.e.: 30 working days per year).
Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).
Health insurance plan: locally recruited staff members in the Republic of Moldova will be enrolled in the Medical Insurance Plan (MIP). The coverage is optionally available for eligible family members.
