Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 43,132,000 (Ugandan Shilling) yearly.

Introduction

Trade for Jobs Uganda is a five-year initiative (2025–2030) co-led by the International Labour Organization (ILO) and the International Trade Centre (ITC), with funding from the Swedish International Development Cooperation Agency (Sida). Using a market systems approach, the project leverages trade as a driver for decent job creation and income generation for women and men living in poverty in Uganda, by strengthening two high-potential sectors: dairy and tourism.

The project will build toward national objectives and priorities on developing the production, productivity and value addition of both sectors, as outlined in the National Development Plan (NDP) IV (2025/26-2029/30).
It intends to do this for the project beneficiaries – women and men living in poverty, through:

Strengthening regional and global trade of dairy products and tourism services, with a focus on micro enterprises and SMEs Supporting private sector development for micro, small, and medium enterprises (MSMEs), including through value addition, diversification, enhancing competitiveness, and improving the business environment Engaging with Swedish companies to leverage their expertise, services, products and private investment potential

The project will adopt a market systems approach, as it is an approach that focuses on delivering long-term sustainable impact at scale. The approach is analysis-focused, partner driven, and driven by evidence-based adaptation.
What makes the approach for Trade for Jobs Uganda different is its unique focus on trade as a lever for decent job creation. While many development initiatives address employment or enterprise development in isolation, this project combines the ILO’s expertise in promoting decent work using a market systems approach with ITC’s deep experience in strengthening trade and MSME competitiveness. Together, the two organizations bring market systems lens to unlock trade-driven growth that delivers not just more jobs - but better, more secure and inclusive employment opportunities.

The project will hire a driver to support the team in mission and day to day affairs of the office including logistic supports.

Reporting lines

The driver will report to the team leader, and under overall guidance of the Director of the ILO Country Office in CO-Dar es Salaam. The drivers will receive administrative and financial guidance and advice from Admin and Finance Assistants, operation officer, Security officer, Team Leader and ILO CO Dar es Salaam and office in Kampala.
Within the above context, the drivers will take responsibility of maintaining official cars, missions, daily travels with keeping logbook in line with work plans, ILO rules, regulations, policies and strategies, and in accordance with country programmes and administrative and financial procedures.
Under the direct supervision of the Team Leader and the general guidance of the Director of ILO CO Dar es Salaam, the drivers will perform the following tasks:

Description of Duties

Ensure the provision of safe and reliable driving services. Drive the Office Director, senior level officials, project team, and other authorized personnel and visitors. Meet officials and visitors at the airport including assisting, where necessary, with protocol, visa and customs formalities. Collect and deliver mail, pouch, documents and other items for official purposes . Ensure cost-savings through proper use of vehicle and accurate maintenance of daily vehicle logs, preparation of the vehicle maintenance plans and documentation. Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes and water levels, car washing, etc. to always keep the vehicle clean and in good running condition. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in assigned vehicles. Ensure that the steps required by rules and regulations are taken in case of involvement in accident Inform the supervisor in a timely manner of (re)registration and insurance procedures for all the office vehicles. Keep updated of the security situation, risk and inform office for alternatives. Assist office staff in filing, photocopying and maintaining stores. Assist in the mailing, collection and distribution of documents and publications including to ministries and banks. Arrange to pay office telephone and other bills. Perform data entry duties. Perform other duties as may be assigned by the supervisor and Director.

Required qualifications

Education

Secondary education, valid driver’s license, knowledge of driving rules and regulations and skills in minor vehicle repairs.

Experience

At least three years’ work experience as a driver with a safe driving record. Preference will be given to the candidate who has experience of working with technical cooperation projects, UN organizations and Donors.

Languages

Excellent knowledge of English.

Competencies

Excellent knowledge of local driving rules and regulations Good knowledge of local roads and conditions Good knowledge of chauffeur protocol and courtesies. Good knowledge of security issues Proven ability to keep accurate records of the use of vehicle Skills in minor vehicle repair Ability to use a GPS data recorder, report position, and operate all applicable UHF/VHF and other two-way communication devices Knowledge of general office procedures and ability to use standard office equipment. Basic computer skills to record information in IT systems Demonstrate polite, courteous and cooperative behaviour. Demonstrate high level of collegiality and cooperation, good team worker. Good knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles Defensive driving skills and ensuring the safety of passengers. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
