1. Organizational Context
a. Organizational Setting
The post is located in the Finance Division of the Department of Program Planning and Finance. The Finance Division is responsible for the management of WIPO's financial accounting and reporting, treasury management, and compliance with financial policies and procedures. Included within these responsibilities are the management of the Organization's cash position, production of statutory financial reports and other financial information, and coordination with oversight and financial control activities.
b. Purpose Statement
The incumbent is responsible for managing all phases of business process change projects, from initiation to operational deployment. The incumbent is also required to support Finance Division users in the resolution of complex issues with the Administration Information Management System (AIMS), an integrated software suite of business applications (ERP), WIPO electronic banking and trading platforms, netting software, and Treasury Risk Management System. The incumbent serves as the primary interface between Finance Division users and technical teams and is responsible for aligning IT solutions with business requirements. The incumbent ensures overall coherency and optimal integration of the ERP solution.
c. Reporting Lines
The incumbent works under the supervision of the Director, Finance Division.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. The incumbent interacts with a range of colleagues mainly within the Department of Program Planning and Finance, but also with other departments when providing support on Finance processes.
b. Prepare business cases, in collaboration with business/functional owners, which define potential benefits, options for achieving these benefits through the development of new or changed processes, and associated business risks; identify stakeholders and their business needs.
c. Provide support to users and analyze user requests to identify the business needs of stakeholders; assess the functionality of operational processes, identifying opportunities for simplifying, streamlining, and enhancing processes and systems to increase efficiency.
d. Provide support for monthly and annual closure of all business units in the ERP, carrying out such closure as and when required.
e. Manage User Roles and access for WIPO's banking and connectivity platforms (UBS, Credit Suisse, and Fides), trading platform (FXall), netting software (Coprocess), data analytics (Refinitiv) and WIPO's Treasury Risk Management System (Coupa). Act as Security Administrator for all third-party software used by the Finance Division; lead all third-party software maintenance projects as needed.
f. Coordinate with AIMS support, track and monitor progress against business plans, business requirements, quality measures, and standard processes.
g. Reconcile data, analyze reconciling items and specify enhancements both to increase the amount of data processed automatically and to combat the risk of misrepresentation, fraud, or abuse; contribute to data quality improvement initiatives, as needed.
h. Work closely with subject matter experts to ensure that adequate user training, change management and solution adoption is an integral part of the change process; keep abreast of developments in the field and initiate and promote change.
i. Prepare, maintain and update functional and user documentation on business processes and IT systems and tools; develop training materials and deliver training and presentations.
j. Develop effective reporting tools to ensure that data, information and control requirements are met; contribute to the strengthening of the internal control system.
k. Conduct research on specific topics as assigned, evaluate data, present results and prepare reports.
l. Perform other related duties as required.
3. Requirements
Education (Essential)
Advanced university degree in accounting, finance, information technology or a related discipline. A first-level university degree in one of the aforementioned fields plus two years of relevant professional experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.
Education (Desirable)
Project management certification, preferably Prince2.
Experience (Essential)
At least seven years of relevant experience.
Proven track record of business process analysis and modeling and of serving as an interface between finance and IT teams.
Proven experience of finance service digital transformation, including the lifecycle of project implementation, user acceptance testing and release planning.
Experience (Desirable)
Experience with ERP business best practices in relation to Financial Modules (AP/AR/BI/GL/AM), HR Global Payroll, Commitment Control and Procurement.
Experience with Electronic Banking Platforms and Treasury Risk Management Systems (such as COUPA).
Experience in a similar post within the United Nations common system involving ERP implementation, financial system integration.
Language (Essential)
Excellent written and spoken knowledge of English.
Language (Desirable)
Knowledge of other official UN languages, particularly French.
