Background
The overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support, and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.
The UNDSS headquarters is based in New York, and it has operations in more than one hundred countries.
UNDSS Bangladesh is supporting the UN Agencies, Funds and Programmes in Bangladesh, through security advice and guidance to enable the UN agencies to conduct their operations in the safest way possible as well as enabling the safety and security of UN staff and assets nationwide.
Duties and Responsibilities
Under the overall guidance of the UNDSS Security Advisor (SA) the key functions of the incumbent are:
A. Maintain full functionality of Security Communication System
Operate and monitor HF & VHF radios, sat-phones, hotline, and maintain daily radio and operations log book. Maintains a station log where all occurrences related to the operation of the UN Emergency Communication System are entered including the information on movement of UN staff members and UN vehicles in the field. Conduct periodic radio checks and prepare report of compliance Send emergency alerts through all available communication means when required as instructed. Ensures that no unauthorized communications are exchanged on the network and reporting such incidents in timely manner. Maintain all radio room equipment, gadgets, programs and files in good order.B. Conduct Regular Tracking of UN personnel
Track UN staff members travelling within the country. Contact agency security focal points on matters affecting staff security Assist the Designated Official and Area Security Coordinators in their tasks such Travel Request Information Process (TRIP), security clearances, and security alerts, etc. Coordinate security arrangements with law enforcement agencies during UN field missions. Provide assistance through phone and or radio to staff members when needed with strict considerations of confidentialityC. Daily Media and Situation Report
Conduct daily monitoring of local media (print and electronic, including social media) for security incidents/reports/information as projected onto the United Nations globally and in Bangladesh as well as incidents/developments in the country. Record security incidents in database taking into consideration the requirements of gender sensitivity and confidentiality. Provide daily situation reports in timely manner to the supervisor.D. Other Regular Activities
Be professional in handling confidential matters Provide support to UNDSS Field Security Associate in enabling training of UN staff in their respective locations including handling coordination for the training programs. Maintain training databases for Security Awareness Training, IFAK, Defensive Driving Training, Security Briefings, and customized trainings. Serve as custodian of UN House floor keys. Enable staff head count of all UN personnel in Bangladesh or specific areas within the country during emergency situations in collaboration with the respective Agency Wardens and prompt reporting to supervisor. Ensure emergency communications during crisis situations (hartals, fire, blockades, earthquake, civil unrest events etc). Custodian of post-exposure prophylaxis kits (PEP kits). Provide timely reporting of usage and loss of the kits. Prepare UN ID card for all UN AFP personnel and visitors and data entry in access control system if required. Maintain sensitivity to gender issues including confidentiality of any incident affecting females.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Under the overall guidance of UNDSS Security Advisor the incumbent will be responsible to manage Security Operation Center and operate the UN Emergency Communication System in Bangladesh.Competencies

Required Skills and Experience
Education:
Completion of secondary education.Experience:
Minimum of 4 years’ progressive relevant work experience related to operational communications and direct interaction with a broad range of clients. Prior working experience within the UN system, an international NGO, or another international organization is desirable. Prior working experience in the Armed Forces/Police Communication & IT related field is desirable. Experience in Disaster Management or similar related field is preferred. Experience with radio communication, satellite and web-based communications is an asset.Required skills and competencies:
Experience in the use of Office software packages, and in particular Word, Excel, and PowerPoint.Desired additional skills and competencies:
Familiarity on web application software and graphics design software like Photoshop & Illustrator would be an added advantage. Knowledge of travel policy and procedures; ability to interpret travel policy, the Staff Rules, administrative circulars and financial regulations and rules on travel related matters Experience operating command control from PC of software and online platforms Experience creating group in mobile phone and sending alerts to staff during emergency Need experience in operating fax machine. Background of radio amateur.Required Language(s):
