The Security Information Analyst will work under the overall guidance and supervision of the Chief Security Adviser and the Area Security Adviser. ResponsibilitiesWithin limits of delegated authority, and under the general supervision of the Chief Security Adviser (CSA) and the Senior Security Coordination Officer / Area Security Adviser (ASA), the Security Information Analyst is responsible for the management of information relevant to security, including collection, collation, analysis and dissemination, to be used as a decision-making and planning tool by the Area Security Coordinator and Area Security Management Team to enhance the safety and security of UN personnel, assets and operations in Gaza. The Security Information Analyst will maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines. Specific responsibilities: • Advises the Area Security Coordinator through the ASA and Senior Operations Officer on threats affecting the United Nations; • Oversees the activities of the Security Information and Operations Centre (SIOC) and coordinates the security information flow in Gaza; • Identifies and coordinates security information requirements, collection, collation and dissemination of security threat information to the Area Security Adviser, the Area Security Coordinator and the Area Security Management Teams; • Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in Gaza; • Develops trend analysis, gathers comprehensive information on all factors of insecurity, determines the relevance and validity of security information and the reliability of information resources; • Assists the Area Security Adviser and Field Security Coordinator Officers in the development of specific security risk assessments for individual UN programmes and activities in Gaza, or in preparation of rapid threat and risk assessments; • Develops corresponding security advisories and recommendations on security operating procedures; • Develops security risk analyses, briefing materials and presentations to Area Security Adviser, Area Security Coordinator and Area Security Management Teams on security matters; • Conducts and coordinates research on specific threat factors, support activities of the Area Crisis Management Team and the Security Information Operations Center (SIOC) in Jerusalem in response to specific security incidents; • Establishes effective communication channels with security authorities of host countries and other interlocutors; • Ensures timely dissemination of security threat information to mission leadership, Security Personnel; • Develops reports on analyses of security incidents affecting United Nations system personnel, assets and operations; • Develops situation updates briefing notes on Gaza as requested by the Area Security Adviser and Chief Security Adviser; • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting; • Performs other duties as directed by the Area Security Adviser. Work ExperienceA minimum of seven years with advanced university degree (nine years with a first-level university degree) of progressively responsible experience in security information analysis with a military, police, state, civilian information management or security management organization is required. At least two years of experience in political, security and regional analysis on the Israel, Palestine, Lebanon, Jordan and/or Syria Peace Process is required. At least one year of international experience in analysis focused on the Israeli-Palestinian conflict and understanding Palestinian political factions in the last three years is required. Experience in substantive engagement with Palestinian authority representatives and Palestinian civil society actors is desirable. Experience in information-sharing and/or coordination and liaison with the United Nations, similar international organizations, INGOs and Member States is desirable. Experience in substantive engagement with experience in information management to support decisions, strategies and execution is desirable.
