Background

UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”.
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centered around the concept of “Transformative Resilience” and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.
Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.
Against the backdrop of the war and humanitarian crisis in the Gaza Strip, UNDP/PAPP has developed an integrated emergency response and early recovery programme to address the urgent needs of the Palestinian people. Since October 2023, UNDP/PAPP has been working closely with UN, NGO, local and national partners to provide immediate support the affected population in Gaza across three priorities: 1) critical services and infrastructure, including access to clean water, solid waste management, dignified transitional shelter, and debris removal; 2) emergency employment and support to micro, small and medium enterprises (MSMEs); and 3) support to civil society organisations (CSOs) for multi-sectoral community services and social cohesion.
Security function plays vital role in the delivery as the Security Guard will provide reliable and safe security services to the UNDP/PAPP Security Unit ensuring highest standards of discretion and integrity, transportation of UNDP PAPP personnel and visitors, sense of responsibility, exceptional knowledge of protocol and security issues. The security guard also demonstrates a client-oriented approach, courtesy, tact, and ability to work with people of different national and cultural backgrounds.
Under the guidance of Head of Gaza Office and direct supervision of the Field Security Specialist, the security guard will undertake the required functions to ensure safe and secure professional work environment.
Duties and Responsibilities
1.Premises Security
Provide security coverage at the entry points of a UNDP premises and annex buildings (if any) to prevent entry to unauthorized persons and the unauthorized removal of UNDP property. Screen all personnel, packages, and vehicles (if applicable) entering the premises including clearance through metal detectors and by use of x-ray equipment. (if applicable). Conduct regular patrols of the office compound, perimeter, garage, adjacent yards for the purpose of intercepting unauthorized persons attempting to gain entry to the premises Ensure all UNDP/PAPP security arrangements are in place. Monitor the CCTV, alarm systems, and lighting to ensure proper function and coverage. take prompt actions if a suspicious event occurs, both inside and outside the premise and report immediately to field Security specialist (FSS). Any malfunctioning of the system must also be reported immediately to FSS. Report to field Security specialist (FSS).and record any unusual incidents or safety hazards. Ensure that all gates, doors, and windows are properly locked after working hours. Maintain all security equipment and ensure good working condition for all security equipment. Support the Field Security Specialist (FSS) in monitoring the performance of the private security company to ensure that all services are delivered in accordance with UNDP and UNDSS security policies, procedures, and standards, and report any non-compliance or irregularities promptly.2.Access Control and Visitor Management
Monitor and control access to UNDP premises; verify the identity and authorization of staff, visitors, and vehicles. Deny entry to unauthorized persons and report any suspicious activities immediately to field Security specialist (FSS). Providing “Visitors’ ID Card” to UNDP visitors after verifying their identity and register all details at Visitors log and ensure that all visitors are escorted and comply with security rules while on the premises. Receive and register incoming and outcoming mail (in coordination with assigned Registry focal point). Ensure proper registry of all activities at the daily handover logbook. Ensure proper registry of UN car movements after working hours and during weekends. Report to the Field Security specialist (FSS) all safety and security related issues and comply the directions of the FSS. Implement proper vehicle search at the vehicle entrance using the under-vehicle mirror. Aids all staff of all agencies and visitors to the UNDP building:3. Emergency Response and Safety Support
Respond promptly to security or safety incidents, alarms, and emergencies (e.g., fire, medical, or evacuation situations). Assist with fire prevention, first aid delivery, and emergency evacuation procedures. Maintain readiness of firefighting equipment, first aid kits, and emergency exits. Support Field Security specialist in implementing contingency plans when required and perform other related duties as assigned. Ensure all security arrangements are in place in case of emergency, Maintain direct contact with Security specialist to inform about any related security incident or information. Assist Field Security specialist (FSS) in administrative related tasks if requested. Be prepared to work in shifts and double shifts if required.4. Reporting and Communication
Maintain accurate daily occurrence logs, access records, and incident reports. Immediately notify Field Security specialist (FSS) of any incidents, irregularities, or equipment malfunctions. Ensure proper handover between shifts and accurate information transfer5. Provides safe and professional transportation services:
Provide transportation for office personnel and visitors as required, utilizing official soft or armored vehicles. Ensure that vehicles designated for transporting personnel and visitors are thoroughly inspected and in optimal working condition prior to use. Undertakes minor vehicle maintenance matters.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience
Min. Education requirements:
Secondary EducationMin. years of relevant work experience
Knowledge of Windows and MS Office applications. Ability to manage the security system including CCTV, access control and fire-alarm system.Desired skills in addition to the competencies covered in the Competencies section
Proven work experience as a Security Guard with an international organization or Embassy is an asset. Previous experience with technical protection equipment, radio and other telecommunication equipment is an asset Security Guard certification would be an asset Previous UN experience is desired. Knowledge of driving rules and regulations.Required Language(s):
Fluency in Arabic and working knowledge in the English Language. Working knowledge in Hebrew Language would be an asset.Professional Certificates:
