Project Context and Scope Safeguarding technical services support for the role out of the DRM and Infrastructure components for the ECRP II Project; Category A
The Enhancing Community Resilience and Local Governance Project Phase II (ECRP II) is funded by the World Bank and managed by the Ministry of Finance and Planning and the Local Government Board (LGB), with the International Organization for Migration (IOM) as the project's implementing partner in 17 counties. The project seeks to strengthen the capacity of local governance and community-level institutions and to build infrastructure to address gaps in basic services in 17 counties across six states in South Sudan. Since implementation began, IOM has engaged selected communities in participatory planning processes at the county, payam, and boma levels. These processes mobilize and empower communities to convey their needs, analyze challenges they are facing, propose adaptive solutions to those challenges, and vocalize their preferences to promote and shape community development. ECRP II works to operationalize South Sudan’s Local Government Act by supporting the functioning of Boma Development Committees (BDCs) and Payam Development Committees (PDCs) as sustainable drivers of community development. The overall Project Development Objective (PDO) is to improve access to services, strengthen flood resilience, and enhance institutional capacity for local service delivery and integrated disaster risk management at the national and sub-national levels.

Tasks to be performed under this contract
Experience
• Experience in environmental and social impact assessments, and environmental and social audits, for environmental and social safeguard management in projects financed by international donor agencies;
• Experience maintaining working relationships with government counterparts, inter-governmental organizations, UN agencies and national and international NGO’s in politically complex contexts around development, peacebuilding and/or community resilience;
• Experience in supporting project environment and social assessment preparation.
Skills Excellent interpersonal, writing, and communication skills.Experience of working in conflict-affected countries is an advantage.Knowledge of local dynamics and national legal systems is an advantage. Proven experience with WB Environmental and Social Frameworks is an advantage.Conversant with relevant international and national environmental and social laws.Knowledge and experience of ICT-based Office applications and tools (word processing, spread sheets and data processing, and PowerPoint).Languages For this position, fluency in English is required (oral and written). Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.Travel requiredThe consultant will be required to travel to various field locations for technical assessments and provision of technical support and services to the various project teams.
