Work LocationSouth Sudan Expected duration3 Months Duties and ResponsibilitiesThe UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs. The United Nations plays a crucial role in supporting South Sudan’s development agenda through coordinated action led by the UN Country Team (UNCT), the Humanitarian Country Team (HCT), and UNMISS. In response to the protracted crisis, the UNCT and HCT have adopted one Collective Outcome to strengthen resilience and self-reliance through integrated humanitarian, development and peace action. The Collective Outcome is organised around five outputs: food security; essential services (health, nutrition, education, WASH); durable solutions; rapid response and protection; and peace and governance. Building on progress to date, the UNCT agreed in November 2025 to update the Collective Outcome to sharpen geographic focus, strengthen integrated programming, and align targets and timeframes with the UNSDCF and HNRP. This position is based in the UN Resident Coordinator’s Office within the Integrated Office of the DSRSG/RC/HC in South Sudan, with a day-to-day reporting line to the Head of RCO / Strategic Planner. The incumbent will support the DSRSG/RC/HC’s vision for strengthened development and humanitarian data analysis and mapping to inform joint priorities, coherent planning and strategic decision-making. Duties and Responsibilities Under the overall guidance of the Head of RCO, the Consultant will provide technical leadership, coordination support and quality assurance for key UNCT corporate planning and reporting products for 2026; support the updating of the UNCT–HCT Collective Outcome; and provide technical oversight to the development of an integrated humanitarian-development dashboard/database and related monitoring systems. Key Functions: Strategic Results Based Management coordination and quality assurance • Establish and apply clear evidence and quality standards for UNCT reporting and planning outputs. • Provide technical guidance, tools/templates, and structured inputs to Results Groups and agencies. • Consolidate agency/Results Group inputs into final corporate products and prepare them for endorsement. • Support updating and endorsement of the UNCT–HCT Collective Outcome framework for 2026. • Corporate reporting and planning support Flagship joint programming advancement • Provide coordination support to advance two flagship joint programme concepts to investment-ready concept stage. Governance support • Support and strengthen UNSDCF governance structures (PMT/RG /MEL) • Facilitate structured review processes through PMT/ICCG/UNCT and ensure endorsement-ready documentation. • Track inputs, deadlines, actions, and decision points; prepare briefings and presentation materials for senior-level review. Qualifications/special skills• Advanced university degree (master’s degree or equivalent) in international development, public policy, economics, social sciences, statistics, programme management, monitoring and evaluation, or related field is required. • A first-level university degree in combination with additional 17 years qualifying experience may be accepted in lieu of the advanced degree. • Minimum of 15 years of progressively responsible experience in results-based management, strategic planning, programme cycle management, M&E, or related areas is required. • Demonstrated experience supporting UNCT-level reporting and planning processes (UNSDCF/JWP/annual reporting) is required. • Experience in humanitarian-development-peace nexus coordination and fragile/conflict-affected contexts is desirable. • Experience using UNINFO (planning modules / indicator management / results reporting) is desirable. • Demonstrated expertise in RBM, results frameworks, corporate reporting/planning, and the ability to deliver high-quality outputs under tight deadlines is required. • Proven capacity to coordinate multiple stakeholders, manage deadlines, and maintain quality standards across complex multi-agency processes is desirable. • Excellent drafting skills; ability to translate technical content into concise, strategic narrative for senior decision-making is required. • Strong interpersonal skills and ability to work collaboratively across UN agencies, clusters and partners is desirable. • Ability to respond effectively to UNCT/RCO requirements and maintain high-quality service delivery is required.
