The Position:

The Resource Planning Specialist, Tools & Analytics serves in the Division for Management Services, Strategic Resource Planning Branch (SRPB). The incumbent reports to the Resource Planning Specialist, Policy and Analytics and is the lead on reports and analytical products for resource planning. This high-impact role also contributes to work on resource planning policy and budget formulation.

The Strategic Resource Planning Branch (SRPB) is responsible for preparing, coordinating and managing UNFPA's integrated budget, aligned with the strategic plan of the organization and the results expected of it. It plays a key role in the allocation, management and monitoring of financial resources and serves as the Secretariat of the Resource Management Committee. The branch develops budgeting and resource management policies, guidance and tools and it provides related advisory support, knowledge management and capacity building.

Job Purpose:

The incumbent develops tools, analytical products, reports, and expertise in strategic resource planning to achieve optimal use of both core and non-core funds through the following areas of activities:

Budget planning and formulation and integrated funds allocation Capacity building, training, advisory services and technical guidance Policies and tools for resource planning and management Support decision-making and UNFPA strategic priorities Branch management and representation, supervision of direct reports

You would be responsible for:

1. Budget planning and formulation and integrated funds allocation

Contribute to processes and work packages related to the preparation and formulation of the Integrated Budget and its reviews and revisions for Headquarters, Regional Offices and Country Offices, aligned with the priorities of the UNFPA Strategic Plan; Provide input to the process of formulation of the Strategic Plan and its reviews and revisions; Contribute to the analysis of individual office budget submissions

2. Capacity building, training, advisory services and technical guidance

Provide substantive support to knowledge sharing on assigned substantive areas through various means (e.g. global service desk, trainings, on-line tools, facilitated platforms etc.); Support country offices in matters of budgeting, reporting, analytics, policies and procedures.

3. Policies and tools for resource planning and management

Support business units in their use of ERP systems; Contribute to the development of resource planning tools, including standard costing of activities and inputs, cost collectors and allocation/apportionment  Support the development of new budget policies and procedures with a focus on systems and tools; Provide authoritative advice to offices regarding professional/technical matters related to management and reporting of resources; Develop, review and update financial policies, procedures, systems and guidance, in response to emerging business requirements.

4. Support decision-making and UNFPA strategic priorities

Bring a comprehensive, data-driven perspective to all decision-making on resource planning and budgetary matters, including core and non-core resources; Help prepare rigorous materials and analysis for senior management committees tasked with budgetary and resource planning decision-making; Leverage ERP to develop tools, reports and standardized products to generate insights and improve decision-making; Develop and implement new and reformed approaches to costing of activities based on data and best practices; Analyze programme budgets and develop actionable suggestions for improvement; Provide input to and support corporate initiatives that have repercussions for resource planning and budgeting in the organization; Perform any other duties as assigned by the Branch Chief and the Director of the Division for Management Services to support their work as they may deem necessary;

5. Branch management and representation, supervision of direct reports

Support the development and monitoring of work plans and review staff performance to ensure that established goals and objectives are achieved

Qualifications and Experience: 

Education:  

Advanced university degree in social science, statistics, analytics or data science, financial management, IT, engineering, business administration, economics, international relations, or similar.

Knowledge and Experience: 

5 years of increasingly responsible professional experience in analytics and data analysis, budget or financial management, programme management or other analytical functions at national and/or international level or in the private sector.

Other Desirable Skills:

Excellent written and spoken communication skills in English Experience with analytical work, data analysis, and reporting Data visualization skills and attention to detail Knowledge of ERP systems Excellent computer and office software skills including Google Suite e.g. Docs, Sheets, and Slides, or Microsoft applications, e.g. Word, Excel, Access and PowerPoint, are necessary Experience working with Microsoft PowerBI is a plus Familiarity with UN procedures and working methods, policies and procedures, is desirable

Languages: 

Fluency in English is required; working knowledge of other official UN languages is an asset.
