Work LocationUN-House ESCWA Expected duration12 Months Duties and ResponsibilitiesThis assignment is located at the Gender Justice, Population, and Inclusive Social Development Cluster, with the goals of providing research support to ongoing work in the area of Women, Peace, and Security (WPS). This assignment is commissioned under the supervision of the Chief for Gender Equality, in close collaboration with other team members. The consultant will be tasked to support the development of technical materials and publications on WPS, building on ESCWA’s previous and ongoing WPS work as well as undertake original research to build a knowledge base on emerging issues and identify viable policy response options. The consultant will also be required to liaise with partners and stakeholders in informing this work, as well as draft summary reports in both Arabic and English. Duties and responsibilities: The consultant is expected to support the successful completion of the project’s outputs including: • Contribute to ESCWA work in following up on the implementation of the Beijing +30 review including to support member countries in fulfilling their commitments under four priority areas defined in the Muscat Declaration on Progress made Toward the Implementation of the Beijing Declaration and Platform for Action after 30 years. • Develop reports on project implementation for donors. • Undertake research and contribute to the development and drafting of background papers, policy briefs and training material on a wide range of topics relevant to gender equality and women empowerment (e.g. gender mainstreaming, gender issues, UN SCR 1325, violence against women, women participation, employment, the SDGs, etc.) • Support the process of designing and developing training programmes and facilitating training sessions in programmes designed for engaging member countries with WPS agenda; • Contribute to the planning and organization of regional and national meetings and workshops, and to the substantive servicing of these events including the selection of participants, development of background documentation, preparation of reports, etc... • Provide technical assistance to governments and other bodies in the formulation and implementation of policies and programs related to gender equality and gender mainstreaming. • Support governments in the preparation of reports on international frameworks and instruments (VNR, CEDAW, etc.). • Design, monitor, backstop and assess the implementation of technical cooperation programmes and projects. • Conduct training seminars and workshops for government officials and other stakeholders. • Undertake other duties as needed. Qualifications/special skillsAn advanced university degree (Master's degree or equivalent) preferably in Gender Studies, Sociology, Law, Economics, or other social science or related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of progressively responsible professional experience in socio- economic development, legal and policy analysis, sociological research or related area is required. Research experience on gender-related issues is required. Experience in the Arab region is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
