The Research Assistant reports to the Chief of the Unit. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. ResponsibilitiesThe research assistant will assist the Digital Transformation Unit in generating data and indicators within the framework of the Digital Development Observatory, generating evidence to improve digital policies until the Digital Alliance project closure. This temporary position will allow the improvement of evidence-based digital development policies, with a special emphasis on policies related to connectivity and the development and adoption of AI. Specific terms of reference for this temporary position are: • Research, extract, and compile data to monitor the digital development of the region, particularly aspects related to infrastructure, digital connectivity, and universal access. • Harmonize data on access and use of information and communications technologies (ICTs), obtained from household surveys, ICT-specific surveys, and other data sources. • Organize data in databases in ECLACStat. • Analyze and compile quantitative and qualitative information related to connectivity and development of artificial intelligence in LAC countries. • Support the analysis and monitoring of the LAC regional digital agenda and its relationship with the LAC-EU Digital Alliance Project. • Support the implementation of the Digital Development Observatory website by preparing graphics and developing relevant content, both quantitative and descriptive and analytical. • Collect information that allows for identifying the level of connectivity in countries in the region. • Define new indicators and variables that allow to identify productive and institutional capacities for the development and adoption of AI in Latin America and the Caribbean. These will be incorporated into the Digital Development Observatory (a joint initiative of ECLAC and the EU). • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Perform other related work as needed. Work ExperienceAt least five (5) years of experience in collecting and researching data across various areas of social and economic development or related area is required. The minimum years of relevant experience is reduced to three (3) for candidates who possess a first level university degree or higher. One (1) year or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
