OBJECTIVES OF THE PROGRAMMEFournir des conseils et un soutien technique au pays pour l'elaboration, la mise en œuvre, le suivi et l'evaluation des politiques, des strategies et des plans visant a accroitre l'acces aux interventions fondees sur des donnees probantes afin de reduire les risques et d'ameliorer la sante globale et le bien-etre des femmes, nouveau-nees, des enfants et des adolescents en vue de la realisation de la couverture sanitaire universelle.Dans le cadre de la strategie mondiale pour la sante des femmes, des enfants et des adolescents (2016-2030), le programme agit en :soutenant l'elaboration de politiques, strategies et plans nationaux pour la sante reproductive de la mere, du nouveau-ne, de l'enfant et de l'adolescent qui sont guides par les normes, standards, directives et recommandations de l'OMS et sont alignes sur le plan strategique national du secteur de la sante ;fournissant une assistance technique pour la mise en œuvre des politiques, strategies et plans nationaux ; renforcer les capacites institutionnelles et catalyser les actions visant a ameliorer la sante et le bien-etre des femmes, des nouveau-nes, des enfants et des adolescents ; definir le programme de recherche et d'innovation, produire des donnees probantes et utiliser des informations strategiques sur les tendances en matiere de bien-etre, de sante et de couverture des interventions ; plaider en faveur de l'augmentation des ressources pour les services de sante reproductive des meres, des nouveau-nes, des enfants et des adolescents, favoriser les partenariats et les mobiliser.
DESCRIPTION OF DUTIESDiriger, coordonner et gerer la SRMNIA au Bureau de l'OMS dans le pays en veillant a ce que tous les aspects de l'elaboration et de la mise en œuvre des plans de l'OMS dans le pays pour ameliorer la sante et le bien-etre des femmes, des nouveau-nes, des enfants et des adolescents dans le cadre du continuum de la vie dans le pays ;Fournir des conseils et soutenir le renforcement des capacites, le suivi de la mise en œuvre des plans de travail, l'etablissement de rapports et la supervision de tous les aspects des activites de la SRMNIA dans le pays, y compris la documentation et le partage des meilleures pratiques ;Aider le pays a consolider les informations et les renseignements relatifs aux donnees sur la SRMNIA afin de mettre en evidence les progres realises et d'identifier les defis a relever pour atteindre les objectifs programmatiques et, sur la base de ces documents, determiner le soutien technique necessaire pour ameliorer ou maintenir les progres ;Promouvoir et coordonner l'appui technique au domaine national de la SRMNIA en veillant a une integration efficace avec d'autres programmes de l'OMS, notamment le Programme elargi de vaccination (PEV) et l'Initiative mondiale pour l'eradication de la poliomyelite (IMEP), et a travers les differents niveaux de l'Organisation, y compris, mais sans s'y limiter, le suivi des tendances liees a la sante et au bien-etre, la couverture des interventions fondees sur des preuves pour les femmes, les nouveau-nes, les enfants et les adolescents ;Veiller a ce que le soutien technique tienne compte des questions de transmission du VIH, de la syphilis et de l'hepatite B de la mere a l'enfant, des droits de l'homme et de l'equite entre les sexes, des determinants sociaux de la sante et de la collaboration multisectorielle ;Servir de reference scientifique et technique dans le pays, aupres des associations professionnelles, des universites et des institutions de recherche, des agences des Nations Unies et d'autres parties prenantes, avec le soutien du bureau regional et en reliant les trois niveaux de l'organisation ;Plaider pour le renforcement des partenariats strategiques, y compris, mais sans s'y limiter, en redigeant des propositions et en participant de maniere proactive aux campagnes de mobilisation des ressources pour la SRMNIA ;Assumer d'autres responsabilites connexes selon les besoins, y compris le remplacement et le soutien d'autres personnes, le cas echeant.
REQUIRED QUALIFICATIONS
EducationEssential: Un diplome universitaire en medecine ou autre domaine lie a la sante et un diplome universitaire avance en sante publique, ou en pediatrie, ou en obstetrique et gynecologie.
Desirable:
ExperienceEssential: Au moins sept (7) annees d'experience en SRMNIA dont au moins 3 au niveau internationalExperience de travail dans la reponse humanitaire dans des pays en conflit.
Desirable: Une experience professionnelle de travail avec des organisations internationales (p.ex. ONU, ONG).
SkillsDes competences averees en gestions de programme de SRMNIA, de preference dans le cadre de programmes de sante publique dans un contexte de ressources limitees. Une connaissance du systeme national de sante des pays a ressources limitees.Une experience averee en matiere de collaboration intersectorielle et une capacite a travailler avec d'autres agences et partenaires de developpement. REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3860 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
