1. General Background

Pursuant to its protection and solutions mandate, UNHCR works on behalf of the 117.3 million people across the globe who have been displaced from their homes, including asylum-seekers, refugees, returnees, internally displaced persons, as well as stateless people. It maintains a presence in 137 countries. It ensures protection for forcibly displaced and provides services covering a range of sectors, from emergency assistance to longer-term development support. It also advocates for the inclusion of forcibly displaced persons into national and sectoral development plans to promote self-reliance. UNHCR works both to implement, by delivering assistance in conjunction with host Governments and within national systems, as well as to coordinate the overall refugee response with a wide array of partner organizations.

UNHCR’s needs-based budget in 2024 stands at over USD 10.6 billion. The majority of this funding came from the public sector (Government donors, inter-governmental actors, and multilateral donors). As the scale of displacement and resulting needs continue to increase year-by-year, UNHCR needs to make ever greater efforts to demonstrate the impact and importance of its programmes.

UNHCR and other agencies face challenges in addressing mixed population movements and is now seeking to implement a whole-of-route approach which includes such elements as stabilization of populations in frontline asylum countries, protection sensitive admission policies, strengthening asylum systems and complementary pathways.

Within this context, the Division of International Protection and the Donor Relations and Resource Mobilization (DRRM) Service, responsible for public sector funding sources and sitting within UNHCR’s Division of External Relations, are looking to strengthen operations’ capacity to produce compelling donor proposals and reports, including for non-traditional funding sources. This support is intended to drive an increase in funds raised, such as for the route-based approach. This position will be located in the Donor Relations and Resource Mobilization (DRRM) Service, working closely with the Division of International Protection and with the Regional Representation for EU Affairs as needed, in support of field operations and Regional Bureaux.

2. Purpose and Scope of Assignment

• Draft, support and review concept notes, funding proposals, and donor reports.
• Assess, in cooperation with DRRM Donor Focal Points, the donor landscape to identify potential funding sources for UNHCR and its partners.
• Liaise with country offices, regional bureaux and HQs work units, as needed.

3. Monitoring and Progress Controls

Weekly meetings will be held with the contractor to track progress, troubleshoot any issues and adjust the nature or order of deliverables as needed in response to arising challenges and opportunities.
The contractor will participate in regular team meetings, reporting on progress and challenges in the work as relevant and ensuring coordination with UNHCR’s wider donor engagement work.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

• International Relations;
• Political Science;
• Social Sciences;
• Journalism;
• Communication;
• Public Policy;
• or other relevant field.

b. Work Experience

• Expertise in writing (and negotiating) multi-agency projects.
• At least 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree, in project writing with major donors (i.e. EU, UK etc.) and a firm grasp of donor funding procedures and previous experience with donor relations.

c. Key Competencies

• Strong background in humanitarian and development work.
• Strong writing and editing skills in English, and a proven ability to draft compelling proposals and fundraising materials to mobilize resources for UNHCR’s work in the field. Strong communication skills in French an asset.
• Strong organizational and planning skills, flexibility, and proactivity to manage arising situations and challenges.
• An ability to work closely and collaboratively with colleagues across different field, regional and HQs locations within an operation.
• Availability to travel.
• Proficient knowledge of Microsoft Office suite.
