1. General Background
The Climate Financing Hub Division of External Relations (DER) and is responsible for mobilizing resources for climate action for UNHCR from new and additional sources of funding. Serving a catalytic role for fundraising efforts, the Hub works closely with various HQ Divisions, Regional Bureaus and Operations. The UNHCR Focus Area Strategic Plan for Climate Action, articulates UNHCR’s direction and vision for climate action, presents the key objectives of the plan and identifies the areas where UNHCR is best placed to deliver climate programming. To realize the objectives of the plan, more focused efforts will be needed to increase funding for climate action. This includes proposal development for new donors, in Government and Private sector.
2. Purpose and Scope of Assignment
The Reporting Officer will be responsible for developing well-written and compelling proposals for funding opportunities for climate action, in collaboration with colleagues in Regional Bureaus and Operations.
The incumbent is expected to:
• Work with technical teams, external relations and programme staff in Bureaus and Operations to draft proposals and concept notes which comply with donor requirements and respond to UNHCR’s funding needs in climate.
• Work with colleagues to collect necessary data and supporting documents for proposal submission including detailed budget, logical framework, monitoring and evaluations frameworks and other supporting documents.
• Ensure proposals are reviewed at appropriate levels and incorporate feedback from internal stakeholders.
• Keep abreast of donor guidelines, and regulations to ensure compliance with their requirements.
• Conduct research on potential funding opportunities, such as calls/requests for proposals and identify possible submissions, through consultative process.
3. Monitoring and Progress Controls
• Draft and oversee submission of proposals and supporting documents
• Track proposal submissions, donor feedback and status to contribute to knowledge management
• Track funding opportunities and calls for proposals and develop proposal submission timelines in collaboration with key stakeholders
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
• Bachelors degree in sciences, social sciences or other relevant field required. Master’s degree preferred.
b. Work Experience
• At least 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree, in resource mobilization for a non-profit or international organization.
• Experience working with or for the United Nations is desirable
• Proven track record or proposal writing and success in securing funding from variety of donors including governments and private sector.
• Experience in proposal writing for securing funding for multi-year, international development projects from government donors is highly desirable.

• Strong attention to detail and strong project management skills, with ability to multi-task and manage tight deadlines.
