BACKGROUND

The Durable Solutions Platform (DSP) is a joint initiative of the Danish Refugee Council (DRC), the International Rescue Committee (IRC), the Norwegian Refugee Council (NRC), Action Against Hunger (AAH), Oxfam and Save the Children. DSP is based in Amman and is funded primarily by RDPP, DANIDA and Novo Nordisk Foundation. DSP generates evidence and convenes strategic dialogue on durable solutions for displaced Syrians, and supports Syrian civil society to engage on durable solutions at various levels. Through this work, DSP helps advocates, policymakers, and programmers to bring a greater displacement and durable solutions lens to their work. The platform is regional in scope, assisting stakeholders, including displacement-affected communities, both inside Syria and in Jordan, Lebanon, Turkey, and Iraq. Its mission is to be a coordination and information hub, acting as a catalyst to stimulate forward-thinking policy and programming on durable solutions. DSP’s current strategy is articulated along four main pillars – 1) Applied Research on the three durable solutions for the Syrian refugees 2) Advocacy and Policy Influencing based on evidence 3) Mobilization of local civil society on durable solutions 4) Support to operational organizations in order to orient programme towards durable solutions.

Since its establishment in 2016, DSP has evolved organically tackling key emerging issues on Syrian displacement and has established itself as one of the prominent stakeholders on the topic through policy engagement in the region and beyond. DSP’s current strategy is coming to an end; for the next strategic period, DSP aims to continue consolidating its position as a go-to actor on durable solutions on the Syrian displacement. Additionally, explore a roadmap for expansion to include other displaced populations.

PURPOSE

DRC is looking for a team of consultants or an individual consultant to lead on the Strategy review process of Durable Solutions Platform that will bring together DSP staff, DSP Advisory group members, Steering Committee, other relevant stakeholders that will shape the direction, priorities and actions of DSP from 2022-2025. The process will culminate in a DSP Strategy Document endorsed by the DSP members.

SCOPE OF WORK

The Strategy review process will take a two level approach, setting the country level priorities and building a regional strategy and priorities based on those. The methodology of the strategic review will include 1) Desk Review 2) Interviews with 30-40 key internal and external actors in the region, which will include I/NGOs, UN agencies, donors, other civil society actors 3) Facilitated workshops with Advisory Group (AG) members, member organizations’ country teams at country and regional levels. These workshops will also include external stakeholders for relevant sessions. The strategy process will build upon the civil society works been done in the last years and will integrate into the overall DSP strategy.

A Task Force consisting of consortium members will be constituted that will guide, steer and support the consultant/s throughout the process.

Specific components of the task

DELIVERABLES

1. Pre-Inception Report

The consultant/s will check with the Task Force to agree on the internal/external resources for the desk review, KII list and the guide

  1. Inception Report

The consultant will submit an inception report (max. 20p.) that includes

a. A context analysis, current and future outlook for the strategic period

b. A mapping of opportunities and potential barriers for advocacy/policy influencing and programming; DSP’s niche and value addition

c. Agenda, Participant list and timeline for the strategic review process and writing of the document

d. The inception report will annex a summary of interviews with stakeholders.

3. Series of Workshops

The consultant will lead on organizing series of online workshops for countries and the region. The consultant will be supported by country level focal points, identified by AG members. The workshops shall be engaging country teams before and during workshops to maximize the outcome.

4. DRAFT strategy

The consultant will present the draft strategy (20 pages max.) that will include Executive Summary, Context Analysis, Stakeholder Analysis, SWOT and DSP’s value addition, funding environment and donor priorities, Objectives and indicators, priority activities. The key components of the strategy will be guided by the Task Force.

CONSULTANT’S PROFILE

Required Qualification

A degree in international development, Social Sciences or related field

· Demonstrated understanding of the displacement dynamics

· Proven experience working on displacement, durable solutions or early recovery issues in humanitarian and protracted crisis environments, including provision of technical advice or research and policy analysis.

· Proven experience in Strategy development and facilitating online workshops

· Excellent understanding of displacement and durable solutions issues and detailed knowledge of humanitarian principles, guidelines and laws and the humanitarian and development coordination systems

· A keen understanding of political complexities in the Middle East region

· Demonstrated writing skills in English, Arabic language skills will be an asset
