Background
UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. Since its establishment, UNDP/PAPP has delivered over USD 1.7 billion in development assistance to the Palestinian People.
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centered around the concept of ‘Transformative Resilience’ and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.
Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.
Under the guidance of the Special Representative of the Administrator and direct supervision of the Deputy Special Representative and in close collaboration with the Head of Gaza Office and Assistant Special Representatives in West Bank and Gaza, the RBM Analyst leads and provides strategic guidance to the RBM Team and work with the Programme teams to ensure adherence to corporate programming quality standards and across projects as per the POPP/PPM, standardize processes and approaches for monitoring and evaluation, and lead the annual IWP and ROAR processes. S/he works closely with the Business Solutions Services Centre (BSSC), Risk Management, and Gender teams, as well as the Comms team. S/he acts as UNDP/ PAPP RBM focal point for the regional RBAS RBM Team and be responsible for coordinating response to requests/tasks coming from HQ/ RBAS on RBM related matters. The RBM Analyst represents UNDP/PAPP in the oPt in UN and other international/ national forums and platforms on RBM, such as the UNCT-HCT Monitoring Evaluation Learning (MEL) Group.
The Results Based Management Analyst also supports the DSR in developing and implementing programmatic strategies in line with the Palestinian Programme Framework, including the Portfolio Approach, Adaptive Management based on Systems Thinking, and the Humanitarian Development Peace (HDP) Nexus.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
1.) Ensure effective team management and cross-unit coordination:
Lead the RBM Team including supervision of its team members. Provide strategic direction, technical support and guidance to the RBM team members, including plan and conduct regular team meetings as well as distribute tasks and responsibilities among team members. Co-facilitate regular planning and coordination meetings with other relevant UNDP/PAPP units, such as the Business Solutions Services Centre, Risk Management Team, Communications Team, Gender Team. Work closely with the regional and HQ RBM Teams, and represent UNDP/PAPP in the oPt in UN and other international / national forums and platforms such as the UNCT-HCT Monitoring and Evaluation Learning (MEL) Group.2.) Ensure rigorous strategic planning and results reporting:
Support the implementation, monitoring, and updating of the Palestinian Programme Framework (PPF) 2023-2025 and associated evaluation plan, including alignment of all UNDP/PAPP programming. Lead the UNDP Result Oriented Annual Reporting (ROAR) and the Integrated Work Plan (IWP) processes within PAPP. Support the advancement of the portfolio approach, adaptive management and systems thinking, as well as HDP nexus approach in programming. Guide/ support the Programme teams in portfolio/project design/ planning, including development of Theory of Change (i.e. Results Logic, Results Frameworks and M&E plans). Guide/ support the Programme teams in the design, implementation and utilization of evaluations, including drafting of the ToRs, dissemination of evaluation findings within the organization, formulation and implementation of concrete actions based on evaluation recommendations, and uploading in the ERC. Develop and maintain UNDP/PAPP planning, monitoring and evaluation, and reporting system through the use of standard forms and tools and strengthen results reporting, including quantitative and qualitative results. Work closely with the Communications team to highlight key results for publications, as well as with programme team to facilitate resource mobilization. Contribute to joint UN planning and reporting processes, by coordinating UNDP’s adherence to agreed standards in the UNSDCF.3.) Ensure programme and project Quality Assurance and compliance with corporate requirements:
Ensure quality standards - including gender equality, disability inclusion, and Leave No One Behind (LNOB) principles are an integral part of UNDP programmes (in line with the UNDP Gender Equality and Disability Inclusion Strategies, UNSDG Operational Guide for Country Teams on LNOB, and available regional guidance) and are implemented and upheld across all programming in the design, monitoring and evaluation stages, in close collaboration with the Assistant Special Representative in Gaza and West Bank respectively. Ensure compliance with corporate requirements as per POPP PPM, including leading, collating /drafting plans and reports. Ensure SoPs are in place to ensure quality assurance of all programming, and coordinate quality assurance processes such as the Local Project Appraisal Committee (LPAC), including consolidation of project documents ready for approval, circulation of information among committee members and follow-up on action points with programme / project teams. Support Senior Management in preparing for audit and evaluations in close coordination with BSSC.4.) Organizational capacity building, knowledge building and knowledge sharing:
Collect, synthesise, and provide meaningful use of learning from programming throughout the organization, including integration in the design of projects. Ensure information sharing and joint planning across the organization for greater cross-learning, coherence and complementarity. Strengthen RBM practices, portfolio approach, adaptive management / systems thinking, HDP nexus approach capacities in UNDP/PAPP including organising and facilitating training for staff. Continuously research innovative approaches to RBM and MEL and explore ways to adapt and adopt in the local context. Contribute to knowledge networks and communities of practice in RBM and MEL.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience Education
An advanced university degree (master’s or equivalent) degree in social policy, public policy, politics, economics, development studies or a related area OR A first-level university degree (bachelor’s or equivalent) in the areas mentioned above in combination with two additional years of qualifying experience, will be considered in lieu of the advanced university degree. Experience, Knowledge, and Skills Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in working with quality assurance instruments and results-based management, as well as monitoring and evaluation. Proven technical knowledge and application of results-based management is required. Proven experience in designing monitoring and evaluation systems and developing projects or integrated portfolios is required. Experience in programme and project management is required, preferably in the UN is desired. Working knowledge of UN programming policies and systems such as POPP/PPM is desired. Experience in developing and operationalizing RBM and programme quality assurance procedures and systems is desired. Demonstrated experience in data analysis and statistical methods, including proficiency in various data monitoring and/or statistical software (i.e. PowerBi, Kobo Toolbox, mentimeter, stata, SPSS, etc.) is desired.
