Setting and ReportingThis position is located in the Property Management Unit of Supply Chain Management Service within the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The Property Management Officer reports directly to the Chief, Property Management Unit (PMU). ResponsibilitiesUnder the overall supervision of the Chief, Property Management Unit (CPMU) and within the sub-delegated authority for property management, the incumbent shall carryout the following duties: • Supports the Chief of the Section by overseeing work plans and supervising staff; establishes priorities and sets performance goals for staff; recommends and coordinates training programs; actively engages in management of duties performance and ensures the provision of management, guidance development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in his/her area of responsibilities; and, provides expert guidance and direction to new and/or junior staff. • Plans and coordinates the property management operations, monitors progress through statistical analysis of Umoja records and monthly progress reports for the Unit. • Monitors ongoing operations of the Unit, undertake regular site visits of offices and carries out physical inspections and verification of UN property including Real Estates (Buildings and Infrastructures). • Liaises with the Technical Units/Commodity Managers, Procurement, and Central Warehouse at the mission on matters related to Inventory Control and establish effective collaboration with the Umoja LPE/T ensuring continuous training is provided to all stakeholders who are involved in the Property Management framework. • Plans and supervises proper disposal of hazardous waste, of written-off property and of some commodities representing a risk to the environment, in order to avoid any pollution or contamination. • Maintain an accurate and auditable record, in both hard and electronic format, for accountability of UN Property at mission in conformance with Administrative Instructions, LDS/DFS guidelines and mission Property Management standard operating procedures. • Ensures proper utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Mission’s property management. • Processes all incoming shipments through Umoja and prepares Receiving and Inspection reports on both Umoja and Galileo Inventory Management System. • Exercises control over the high-value stock card cycle count activities for the consumables and non-capital equipment in coordination with the Integrated Warehouse Section and Technical Experts occurring at the last quarter of the fiscal year. Also, perform cycle count clearance and inventory/warehouse differences clearance with the Umoja role RD.02 to reconcile inventory discrepancy raised by warehouse during cycle count activities. • Ensure the timely conclusion of all the physical verification activities and discrepancies reconciliation allowing the Mission to achieve its Key Performance Indicators (KPIs) of the Property Management by the end of the fiscal year, supporting accurate financial reporting and IPSAS compliancy. • Enforces administrative instructions and policies of UN Owned Equipment (UNOE) accountability throughout equipment life cycle and ensure that accountable users report any losses to security to establish an incident report for the missing equipment or “Not Located/Found Yet” during physical verification exercise to enable its timely write-off from the inventory record. • Drafts Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property Management activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the Unit. • Provide technical expert’s advice to the DMS and Chief PMU in implementing the exercise and appropriate use of MINUSCA Delegation and Sub-Delegation of Authority for Property Management ensuring full compliance with relevant UN Financial Regulations and Rules and applicable policies. • Ensures that physical verification findings are updated in Umoja, and discrepancies are duly reported and escalated to the Inventory Managers for review and reconciliation. • Ensures accurate tracking of existing fixed assets and equipment, implement and monitor the periodic physical verification process to support impairment test review and equipment Operational Useful Life assessment (OUL) exercises. • Prepares and verifies periodic IPSAS financial reports on PP&E and Inventory (year-end reports, monthly reports), ensures timely submission as per the DOS Guidelines. • Performs other duties as required. EducationHigh school diploma or equivalent is required. Job - Specific QualificationTraining in logistics operations and supply chain management is desirable. Training in one or more areas in fixed asset management, inventory management, warehouse management and Umoja Analytics with a certification as Umoja Local Process Expert/Trainer are desirable. Work ExperienceA minimum of ten (10) years of progressively responsible professional and supervisory level experience in property management, inventory control, logistics management or related field is required. The minimum year of relevant experience is reduced to five (5) years for the candidates who possess a first-level university degree. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
