Setting and Reporting This post is located in the Property Management Unit under Property and Acquisition management Section from Supply Chain Management Service of the United Nations Mission in South Sudan (UNMISS). The Property Management Assistant participates in the implementation of the approved Contingency Plan activities, conducting physical verification of United Nations Owned Equipment and assuring accuracy and integrity of information pertaining to the assets to Support UNMISS mandate. The Property Management Assistant reports directly to the Chief Property Management Unit. Responsibilities: Within delegated authority, The Property Management Assistant will be responsible for the following duties: • Conducts physical inspections and data quality control of United Nations Property to ensure that all items are accounted for and in serviceable condition. • Participate in the implementation of the approved Contingent Plan for Preliminary Asset Disposal Plan - PADP targeting the entire mission. • Produce analytical reports monthly and assist Technical Units in the preparation of equipment write-offs and the processing of write-off cases through the relevant property survey boards. • Identify anomalies and discrepancies in official property records and reconcile them. • Interacts with other property management stakeholders and providers of services, in particular Technical Units, Procurement Section, Supply Chain Sections, and Local Property Survey Boards, as appropriate. • Prepare and submit analytical reports on newly acquired property, discrepancy reports, and monthly disposal reports. • Maintains on a daily basis accurate and auditable property records in the electronic Inventory Management system for property control and accountability in conformance with administrative instructions, guidelines, manuals, and SOPs. • Review all physical verification records and data entry in the Inventory Management system. • Assist stakeholders in the application of property data management policies and procedures to meet organizational standards and goals set in the Directives, Guidelines, and relevant SOPs. • Collaborate with Commodity Managers and Technical Sections on data analysis requirements, including monitoring and reporting on key metrics and KPIs, and formulating proposals for corrective actions. • Assists with the maintenance of the fixed assets register by recording information related to fixed assets, ensuring accuracy and integrity of fixed asset records and financial reports for fixed assets and inventories. • Supports the analysis of fixed assets on a regular basis and ensures the accurate tracking of existing fixed assets during the physical verification process and disclosure in IPSAS financial reports. • Conduct system data quality checks on assets and prepare discrepancy reports for Process Owner reconciliation • Manage, analyze, and monitor the effectiveness and execution of asset control procedures; ensure inventory accountability and proper tracking mechanisms to conform to expected UN Standards and goals. • Identify and implement solutions to problematic areas in the asset control process and oversee an effective support organization for the UN Asset Control system. • Participate in property management end-of-year financial statement preparations and reporting, and work on Impairment reviews • Verify the accuracy of the data recorded/updated in Umoja Material Master Record (MMR) and assist in tracking and reporting Assets under Construction (AuCs) • Assists in the utilization and enhancement, as required, of the established Power Business Intelligence and management tools to monitor and evaluate the overall progress of the Mission's property management • Prepares statistical and trend analyses of United Nations property. • Performs other duties, as required. Qualifications/special skillsHigh school diploma or equivalent is required. A minimum of Five (5) years of progressively responsible experience in the field of property management, inventory control, logistics, or other related fields is required. Experience in working with Enterprise Resources Planning (ERP) systems, such as SAP or similar systems related to property and asset management is required. Experience in Business Intelligence reporting, data analytics and data visualization is required. Experience of Two (2) years in a UN peacekeeping mission is desirable Certification in one of the following areas is desirable: • supply chain management/logistics, • data analysis Certification in Property Management/Fixes Asset Management is required.
