Context:

The International Organization for Migration (IOM), with financial assistance of the European Union (EU), developed the Reintegration and Development Assistance in Afghanistan (RADA) project to support sustainable reintegration of returnees within their communities of return. RADA is implemented in eight provinces of high return (Baghlan, Balkh, Herat, Kabul, Kandahar, Kunar, Laghman and Nangarhar) to achieve the following results:

  1. Sustainable reintegration: Returnees and communities in areas of high return in Afghanistan share an enabling environment for sustainable reintegration in which returnees reach a level of economic self-sufficiency, social stability within their community, and psychosocial well-being that enables them to cope with (re)-migration drivers.

    Activities include: integrated community development projects, support to businesses, start-ups and Technical and Vocational Education and Training (TVET).

  2. Capacity strengthening: The Ministry of Refugees and Repatriation (MoRR) and its departments at the provincial level, has strengthened capacities to plan, coordinate and facilitate the provision of comprehensive reintegration assistance.

    Activities include: technical assistance, peer-to-peer capacity building and the establishment of referral mechanisms and structures such as Reintegration Information Centres (RIC) at the provincial level.

  3. Reception Assistance: Persons who are returned to Afghanistan under the Joint Way Forward Framework and additional arrangements on non-voluntary returns, are provided with immediate assistance at the airport in Kabul, Afghanistan.

    Activities include: medical and psychosocial screening and referral, temporary accommodation and onward transportation.

  4. Knowledge development: Comprehensive data collection, trend monitoring, and research contributes to an evidence base on return, reintegration and development policy and practice in Afghanistan.

    Activities include: data collection and analysis to monitor results, impact and contextual trends, publications and roundtables contribute to policy discussions at national and international level.

Under the overall supervision of the Chief of Mission (CoM) in Afghanistan and direct supervision of the Senior Project Manager (SPM) and in close collaboration with the Programme Officers (Community Development Projects), the successful candidate will provide technical Geographic Information Systems (GIS) support for the assessment and planning of multi-sectoral programming. Assist the SPM in steering an area-based approach that is responsive to community needs and contributes to overall development objectives, improving sustainable living conditions of communities of high return, thereby facilitating the socio-economic reintegration of returning Afghans in support of the objectives of the EU-funded Reintegration and Development Assistance in Afghanistan (RADA) programme.

Core Functions / Responsibilities:

  1. Carry out spatial analysis of RADA related component data throughout intervention locations and ensuring information is collected and compiled accurately and timely from various sources, i.e., agencies, data portals etc.

  2. Compile, document and organize a database and library of spatial and non-spatial data for all intervention areas under the RADA program.

  3. Coordinate on GIS and other data-sharing with IOM’s Displacement Tracking Matrix and other programme units as required. Organize spatial databases of project interventions at administrative levels relevant to the programme.

  4. Contribute to the development of guidelines for field spatial data collection including the use of Geographic Positioning System (GPS) or similar, online maps and other mobile application and devices.

  5. Produce maps of project activities at required administrative level to show project interventions as well as carry out spatial analysis of related and informative variables (Population, location, markets, transport etc.).

  6. Undertake capacity needs assessment in mapping and geospatial data collection for project intervention areas.

  7. Research and recommend action to address gaps in project spatial data and prepare metadata and other documentation for each of the datasets that will be collected.

  8. Conduct spatial analysis of service provision and availability (connectivity of project sites to strategic road network, public transport routes, non-motorized transport, location and accessibility of major transit terminals, health, and education services)

  9. Mapping and spatial analysis of settlement and socio-economic data (location and size of informal settlements, households' income levels and their spatial distribution)

  10. Conduct service availability mapping and coverage (Health and education facilities, water/wells and sanitation, electricity, waste management facilities, Information and Communications Technology (ICT) and community service centres).

  11. Assist in creating and facilitate the publication of all GIS-based informational and analytical products, maps, reports, etc.

  12. Contribute to the development and maintenance of geospatial databases containing GIS, remote sensing and other spatial and non-spatial data for hazard risks, land use, landscapes including the location of infrastructure or economic and commercial development activities.

  13. Work to enrich the created geo-database with external spatial data relevant to projects under RADA.

  14. Conduct the analysis of remote-sensing data (e.g., satellite images) and other imagery to assess land-use and land-use change in the target sites and communities.

  15. Conduct the analysis of analysis of satellite imagery and other remote-sensing data to assess risk and susceptibility to natural disasters in the target sites and communities.

  16. Undertake geospatial analyses for hydrological modelling, water resources assessment, geomorphologic studies and flood economics and generate flood hazard and other disaster risk maps.

  17. Facilitate the integration of survey and other data into GIS and assist in producing information products e.g., Population, employment, movement, etc.

  18. Identify, collect, and analyse all spatial data related to the RADA Project (topographic maps with details of community and district boundaries, roads, public facilities, schools and health facilities, climatic maps, soil maps, forests, socioeconomic data, community villages, GPS data already created by the project, available satellite images, aerial photos, etc.).

  19. Map and recommend areas for promotion of sustainable alternative livelihood practices and any other relevant features to be included and mapped.

  20. Work closely with local authorities to ensure specific needs are identified and adequate capacity is built in various areas of GIS analysis and the programme approach.

  21. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Information Management, Geographic Information Systems (GIS), Urban Planning or a related field from an accredited academic institution with two years of relevant professional experience.

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in implementing Information Management, Geographic Information Systems, M&E and/or Software Development;

• Experience in supporting teams and proven good communicational, analytical, interpersonal, and organizational skills;

• Experience with international organizations, United Nations (UN) agencies, International/Non-Governmental Organizations (I/NGO) is preferred;

• Experience working with staff from diverse environments in remote and hardship settings;

• Experience working on reintegration, humanitarian or development issues is an advantage.

Skills

• In-depth knowledge of the broad range of migration related subject areas dealt with by the Organization.

• Applied knowledge of spatial analysis and GIS database management.

• Knowledge of urban and development policies and plans at local and national level.

• Knowledge of UN and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Pashto or Dari is an advantage.
