Background

The Philippines faces pressing public health challenges, particularly cervical cancer and acute watery diarrhea, which are among the leading causes of morbidity and mortality in the country. Cervical cancer, predominantly caused by the Human Papillomavirus (HPV), poses a significant threat to women's health, while Rotavirus (RV) infections are a primary driver of severe diarrhea in young children, resulting in high hospitalization rates and preventable deaths. In response, the government has prioritized integrating HPV and RV vaccines into the National Immunization Programme (NIP), a key initiative aimed at protecting vulnerable populations and alleviating the strain on the healthcare system. This effort aligns with the country's commitment to achieving universal health coverage and improving public health outcomes by addressing both communicable and non-communicable diseases, reducing health inequities, and advancing progress toward the Sustainable Development Goals (SDGs), particularly those focused on health and well-being.

The project aims to reduce the morbidity and mortality associated with cervical cancer and acute watery diarrhea in the Philippines by integrating HPV and Rotavirus vaccines into the National Immunization Programme (NIP). Funded by the Global Alliance for Vaccines and Immunization (GAVI), this initiative aligns with the country's commitment to universal health coverage and the Sustainable Development Goals (SDGs). Key activities include conducting readiness assessments, enhancing data analytics on budget allocation and vaccination coverage, and building stakeholder capacities through targeted training sessions. The project also emphasizes fostering public-private sector collaboration to improve data-sharing practices and developing robust demand generation strategies to increase public awareness and acceptance of the new vaccines. Technical assistance from the World Health Organization (WHO), United Nations Children's Fund (UNICEF), and United Nations Development Programme (UNDP) will support these efforts, ensuring a sustainable and effective vaccine rollout. 

UNDP would play a pivotal role in strengthening the capacity of the Department of Health (DOH) to expand HPV vaccine coverage in the Philippines. UNDP's expertise in data analytics and policy advocacy is crucial for identifying critical trends, patterns, and gaps in vaccination coverage, which guides targeted interventions and optimizes resource allocation at the local government level. Additionally, UNDP would facilitate public-private sector collaboration by developing policies for data-sharing practices and organizing forums to build consensus on these policies. This integrated approach ensures comprehensive reporting and enhances the overall effectiveness and sustainability of the HPV immunization programme.

UNDP is looking for a Project Monitoring and Evaluation Analyst, who will be part the Project Management Unit (PMU) based in UNDP CO in Metro Manila. This involves working closely with the UNDP Institutions and Partnerships Programme (I&P) Team, various offices of the Department of Health, WHO and UNICEF and various key stakeholders to ensure that the project has achieved its intended objectives.

Duties and Responsibilities

Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the Project Manager with oversight from the Programme Analyst. The Project Monitoring and Evaluation Analyst shall also work closely with the UNDP RBM Analyst for corporate monitoring, reporting, evaluation and learning requirements. The selected individual will also provide indirect oversight to the Project Associate, either on behalf of the Project Manager (PM) or as delegated by the Project Manager.

Under the overall supervision of the Project Manager, and working closely with the rest of the members of the PMU and stakeholders with oversight from the Institutions and Partnerships Programme Team, the MEL Analyst will:  

Develop the M&E and Learning system and plan to support the effective and efficient implementation and monitoring of the workplan:

Substantially contribute to the development of multi-year and annual work plans with budgets; With the support of the Project Manager, guidance from I&P Programme Team and RQT, review and update as needed the Theory of Change, Results and Resource Framework, M&E and Learning plan and Risk Log ensuring alignment with programme goals and donor requirements following UNDP policies, guidelines and tools; With the support of the Project Manager and guidance from UNDP CO- RBM Analyst, develop and maintain the project’s M&E database, ensuring disaggregated data (e.g., sex, age, location) are recorded from events and provide appropriate reports reflecting project’s indicators. Develop the M&E system with the support from PMU, and in close collaboration with the I and P Team, setting up standard procedures and processes to ensure credible, reliable, timely and cost-effective monitoring data needed to inform ongoing management decisions, strategic planning, learning, and uphold accountability. Develop monitoring tools and forms and provide technical guidance to the PMU to record the achievements of the projects major activities. Set up online archiving of activity deliverables and evidences.

Undertake analysis, coordination, and reporting to ensure wide dissemination of the project’s results and findings.

With the support of the Project Manager, collaborate with the I&P Programme Team and prepare corporate and donor requirements for the project ensuring timely and quality submission of reports, ensuring that progress is highlighted, impacts are documented, gaps identified, and corrective measures are recommended. Prepare the Semestral Project Progress Report, Annual Reports and Donor Reports (progress of planned activities against baseline and targets, update on Risks and Issues, expenditures) and present the findings to identify follow-on actions for consideration of the Technical Working Group/Project Board.  Provide support to the Project Management Unit to identify M&E related challenges and develop a methodology to resolve the issues and improve the capacity of project staff and relevant partners in monitoring and evaluation;  Organize follow-through M&E and learning sessions for the relevant stakeholders and partners, supporting them on the use of monitoring techniques.  Work with other UNDP Philippines programmes, UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues; and,  Undertake regular field monitoring activities to the project sites in collaboration with output/activity leads or focuses and provide monitoring reports on progress.      

Support to knowledge creation and management, stakeholder engagement and effective relationship building with key partners.

Coordinate or contribute to the design and implementation of formative, midline, and endline evaluations; Liaise closely with the UNDP Communications Team and the PMU to plan launches, events and other activities designed to bring attention to the results and findings of the programme;  Provide background research on thematic areas related to the project and drafting of relevant programme briefs;  Support to the drafting of terms of reference and recruitment and management of national and international consultants, subject matter experts, consulting firms, and other such resources;  Contribute to the programme’s visibility in UNDP’s social media accounts and website through articles, blogs and other social media content; and Support in building and maintaining an effective relationship with key partners and stakeholders, including the Project Board and Technical Working Group.

Provide additional support to the Programme Management Office and the Programme Team at the request of the Project Manager/ Coordinator.

Act as deputy in absence of the Project Manager and ensure that the project status and deliverables will remain on track. Support in the preparation of other programme requirements, such as the activity designs, briefing notes, talking points, one-pager, slide decks, among others; and  Provide technical support in organizing project meetings including Steering Committee and Technical Working Group meetings, and other stakeholders, including government and private sector partners.

Required Skills and Experience

Education:

Advanced university degree (Master’s Degree or equivalent) in Public Health, Data Science, Statistics, Information Technology, Social Sciences, or a related area is required, or A first-level university degree (bachelor’s degree) in fields mentioned above in combination with two (2) additional years of qualifying experience will be given due consideration in lieu of the advanced university degree.    

Experience:

Applicants with a master’s degree (or equivalent) in the relevant field of study are not required to have professional work experience.   Applicants with Bachelor’s (or equivalent) are required to have a minimum of two (2) years of progressively responsible experience monitoring, and/or evaluating development programmes and projects, managing the development and execution of policy and institutional reforms and innovations, coordinating development cooperation and collaboration of sectors, and other related work in public health or related sectors.

Desired skills:

Demonstrated experience in designing, implementing, and managing monitoring, evaluation, and learning (MEL) systems, including Theory of Change and Results Frameworks. Demonstrated strong experience in M&E capacity, including data analysis, visualization, and preparation of evidence-based progress reports Proficiency in M&E and data visualization tools such as KoboToolbox, ODK, PowerBI, and Excel. Experience working on projects related to digital transformation or innovations in health systems. Required Languages: 

Fluency in the English and Filipino languages is required.

Professional Certificates:
