Result of ServiceThe ultimate result of this consultancy is to strengthen the IRP’s communications capacity, visibility, and outreach by developing and executing high-impact communication strategies that enhance stakeholder engagement and the uptake of IRP products. The consultant will help position the IRP as a leading global platform for science-policy dialogue on natural resource management, aligned with the priorities of its 2022–2025 Work Programme and looking ahead to its 2026–2029 strategic cycle. Specifically, the consultant will: • Ensure IRP’s digital platforms (including its website and social media) are modernized, dynamic, and aligned with strategic messaging and outreach goals; • Develop tailored communication strategies for specific IRP products and support their effective execution • Create and initiate a comprehensive IRP communications strategy aligned with the IRP’s 2026–2029 Work Programme, positioning the Panel for greater visibility, influence, and engagement over the coming cycle; • Increase the reach and visibility of IRP work in the lead-up to and during major global policy moments such as the UNFCCC COPs, UNEA-7, G20, etc. • Develop and disseminate product-specific communications packages - including summaries, social media content, key messages, and visual assets - for use by IRP Secretariat, Panel members, and partners; • Support the organization and promotion of IRP outreach events and campaigns, including the preparation of social media materials, flyers, presentation decks, and event-specific messaging; • Drive engagement with IRP strategic partners by facilitating the sharing of communications materials, coordinating campaign alignment, and encouraging amplification of IRP messages across networks. By delivering, the consultant will ensure that IRP’s scientific insights are communicated effectively to policy, media, and stakeholder audiences - thereby reinforcing the IRP’s role in shaping global discussions on sustainable resource use and development pathways. Work LocationParis, France or Nairobi, Kenya Expected duration5 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the voice for the environment within the United Nations system. UNEP acts as a catalyst, advocate, educator and facilitator to promote the wise use and sustainable development of the global environment. Located within the Industry and Economy Division, the Resources and Markets Branch (RMB) Branch examines how economics, trade, and finance interact with the environment and contribute to sustainable development at the local, national, regional, and global levels. Within the RMB, the International Resource Panel (IRP), hosted by UNEP, is a global science-policy platform that provides independent, authoritative scientific assessments on the sustainable use of natural resources and their environmental and socioeconomic impacts. To deliver on its 2022–2025 Work Programme and beyond, and enhance the uptake and impact of its outputs, the IRP is strengthening its communications, digital presence, and partnerships. This consultancy supports IRP communications, including strategic messaging, digital media management, website upgrade coordination, and partner engagement. The consultant will report to the Programme Management Officer and coordinate closely with IRP Secretariat staff and key partners. Specific Tasks and Responsibilities Under the supervision of the Programme Management Officer at the IRP Secretariat, the consultant will carry out the following tasks: Task 1 – By 29 August 2025 • Conduct an initial communications audit of IRP digital platforms, publications, and partner dissemination practices. • Launch the IRP website upgrade process, including finalizing scope, functionality needs, timeline, and coordination with developers or vendors. • Provide ongoing management of IRP social media and website platforms, ensuring weekly content updates and analytics monitoring. Task 2 – By 30 September 2025 • Develop a draft IRP communications strategy aligned with the 2026–2029 Work Programme. • Draft IRP Communications Report for the 34th IRP Meeting, including analysis of current visibility and strategic outreach priorities. • Finalize architecture and content map for the redesigned IRP website in collaboration with developers. • Communication strategy for a major IRP product (e.g. GRO28), to be included in the product’s Terms of Reference. • Continue regular updates of social media and website platforms with performance tracking. Task 3 – By 31 October 2025 • Submit the draft IRP 2026–2029 Communications Strategy to the 34th IRP Meeting. • Support IRP event communication and visibility efforts in the lead-up to UNEA-7, G20 and/or UNFCCC preparatory events. • Update the IRP partner engagement and dissemination list; initiate outreach with selected partners. • Prepare a communications toolkit for G20, UNEA-7 and COP30 engagement, in collaboration with the Secretariat. • Maintain regular IRP digital content output and platform management. Task 4 – By 28 November 2025 • Finalize and submit the IRP 2026–2029 Communications Strategy, integrating feedback from IRP members and the Secretariat. • Begin production of at least one multimedia product (e.g. animated explainer, promotional video) for IRP outreach use. • Coordinate messaging and promotional activities with key partners to promote the upcoming IRP programme of work. • Continue website monitoring and updates; manage social media and outreach messaging. Task 5 – By 26 December 2025 • Oversee final implementation and testing of the upgraded IRP website and coordinate its public roll-out. • Launch dissemination campaign to promote the new website, including partner mailings and digital promotion. • Deliver a finalized partner communications toolkit featuring branded IRP visuals, social media tiles, message templates, and event-ready slides. • Submit a final consultant report summarizing completed outputs, campaign analytics, and recommendations for sustaining communications in 2026. • Continue platform content updates and audience engagement activities until contract conclusion. Qualifications/special skillsAdvanced university degree (Master’s or equivalent) in communication, journalism, international relations, digital communications or related field. A first-level degree with qualifying experience may be accepted in lieu of an advanced degree. • Minimum 5 years of progressively responsible experience in communications or digital media is required. • Demonstrated experience with website management and content production is required. • Experience coordinating partnerships and campaigns across institutional stakeholders is desirable. • Proven ability to translate technical or scientific information into accessible messages for diverse audiences is required. • Prior experience working in the UN or international science-policy environment is desirable.
