The Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing European Investment Bank (EIB) Resilient Syunik Program (PHOENIX-RESYP) is an EU-UNDP technical assistance initiative aimed at supporting the Ministry of Territorial Administration and Infrastructure of Armenia (MTAI), Project Implementation Unit (PIU) of the Armenian Territorial Development Fund (ATDF), Governor’s office and target municipalities of Syunik province under Resilient Syunik Program (RESYP) programme funded by the EIB.
The overall objective of the Project is to strengthen infrastructure resilience in Syunik province and enhance delivery of accessible public services, including education, health and safe drinking water supply, as well as energy efficiency through support to the proper implementation of the Syunik Resilience Program framework loan provided by the EIB.
The PHOENIX-RESYP Project outcome is to ensure effective planning, operation, and monitoring of schemes financed under the EIB loan enabled through strengthened governance capacity of the MTAI, ATDF and MOF.
The Outputs of the Project are as follows:
Output 1. Effective operation management system for implementing RESYP project is in place at the ATDF.
Output 2. The ATDF PIU operates effectively, with optimized internal processes and enhanced capacity to manage implementation and procurement functions.
Output 3. Quality investment proposals with procurement plan developed and approved by MTAI and ATDF.
Output 4. Independent verification and anti-corruption measures are embedded and consistently applied throughout the PIU operations to ensure transparency and integrity across all operations.
Output 5. Enhanced capacity of ATDF, line ministries, Syunik local government, and communities to identify, prepare, implement, and monitor development operations effectively.
Duties and Responsibilities
Provide Coordination Support on Financial Management and Budgeting:
In coordination with ATDF PIU, develop and monitor RESYP budgets, forecasts, and expenditure tracking systems in alignment with EIB financial guidelines; Monitor budget execution and provide variance analysis against approved workplans; Conduct periodic forecasting of financial needs in alignment with project activities and disbursement schedules; Revise and update budgetary allocations as necessary, ensuring alignment with RESYP priorities and funding agreements; Guide and support on preparation of detailed and regular financial reports (monthly, quarterly, annual) for UNDP, EIB, and national stakeholders, ensuring accuracy and compliance with donor requirementsİ Conduct variance analysis to identify deviations from approved budgets and recommend corrective actions; Oversee fund allocation across project components (health, education, water) to ensure alignment with approved work plans and priorities.Ensure Disbursement Coordination:
Lead the preparation, verification, and submission of disbursement requests to EIB, ensuring adherence to loan agreements and procurement milestones; Coordinate with ATDF PIU to validate financial documentation (e.g., invoices, contracts, progress reports) prior to disbursement; Monitor disbursement flows to ensure timely and effective allocation and utilization of funds; Track project expenditures against budget lines and funding tranches to avoid over/under-spending; Ensure financial data accuracy in alignment with donor-approved disbursement frameworks.Ensure Compliance and Risk Management:
Maintain full compliance with EIB and UNDP rules, regulations, policies, and operational procedures; Ensure compliance with EIB’s Environmental and Social Standards (E&S), EIB and UNDP financial rules, and Armenian regulatory frameworks; Implement anti-corruption safeguards by conducting regular audits of financial transactions and procurement processes; Support in Identifying financial risks and propose mitigation strategies by reviewing contractual obligations, payment schedules, and cost-effectiveness of project activities; Support the development of internal control mechanisms and recommend improvements to financial systems and procedures; Support independent audits and address findings related to financial management and disbursement practices; Analyze financial performance indicators and advise the Project Manager on corrective measures; Ensure all financial records, receipts, and documentation are properly maintained and archived.Ensure Stakeholder Coordination:
Collaborate with ATDF PIU, Ministry of Finance (MOF), and line ministries (MTAI, MOH, MESCS) to align financial planning with national priorities; Provide technical guidance to ATDF PIU staff on EIB disbursement procedures, financial reporting templates, and compliance protocols; Work with procurement and sectoral teams to ensure financial inputs are integrated into tender documents, feasibility studies, and investment plans; Engage in regular coordination meetings with relevant project teams to provide financial updates and strategic advice on resource use.Facilitate Capacity Building and Knowledge Transfer:
Train ATDF PIU and local stakeholders on financial management tools, EIB guidelines, and national regulations; Document best practices and lessons learned to strengthen institutional capacity for future EU/EIB-funded projects.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangements:
The Project Finance Coordination Support Officer works under the supervision of the Project Manager and the overall guidance of UNDP CO Democratic Governance Programme Analyst / Team Leader, and closely collaborates with UNDP CO Programme and Operations team, as appropriate.
The incumbent provides effective and efficient implementation of project activities with major focus on ensuring EIB standards, policies and procedures under all pillars of the Project.
The Project Finance Coordination Support Officer will be given access to relevant information necessary for the execution of the tasks under this assignment.
Materials provided to the Project Finance Coordination Support Officer and all proceedings shall be regarded as confidential both during and after the contract term. Violation of confidentiality requirements may result in an immediate termination of contract.
The Project Finance Coordination Support Officer will be based in Yerevan with frequent travel to Syunik province. S/he will work closely with:

Education:
Master's degree or equivalent in Finance, Accounting, Economics, Business Administration, or related field is required or ; Bachelor’s degree in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience:
A minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in financial management for donor-funded projects (EIB, EU, or IFI experience preferred).Required Skills:
Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems such as ERP.Desired Skills:
Proven track record in managing budgets of large-scale projects, disbursement processes, and compliance audits. Proven experience in budget formulation, disbursement planning and financial analysis. Demonstrated capacity to coordinate with multiple stakeholders in a development project environment. Experience with EU or EIB-funded projects. Strong understanding of EIB/EU or UNDP financial procedures and reporting frameworks. Experience working with government agencies in Armenia, particularly in infrastructure.
