ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

This position is located in the Climate and Technology Partnerships Division (IET/CTP) in the Directorate on SDG Innovation and Economic Transformation (IET). IET is responsible for developing, based on existing and to-be-developed capacities and service modules, innovative services aimed at strengthening the existing technical cooperation portfolio to meet the current global challenges and attract more funding and new donors, as well as engaging in more and new partnerships with Member States, development partners and the private sector.

CTP promotes and paves the road for the engagement with Member States, the private and finance sector, research, experts and innovation platforms, IGOs and other relevant entities and stakeholders, in the development of strategic partnerships on climate and technology. Through collaboration with a wide range of external partners and organizational entities within UNIDO, the Division supports Member States in their pathway to net zero and accelerate economic transformation. The focus of the Division is to identify, design, negotiate and coordinate innovative partnerships and support the elaboration and initiation of joint technical cooperation programmes and actions. The Division coordinates UNIDO's Global Partnership for Hydrogen in Industry and its related green hydrogen programme, representing UNIDO in relevant high-level policy discussions and fora.

PROJECT CONTEXT

The Global Partnership for Hydrogen was established by UNIDO serving as a platform to convene a multitude of stakeholders with the aim to exchange knowledge and experience as well as technical capacities. The stakeholders include the UNIDO Member States, industries, private sector, investors, research and academic institutions. Within the partnership, less advanced economies could significantly benefit from the transfer of knowledge, technology, experiences, and best practice.

The “Global Partnership for Hydrogen in Industry – Phase II” will address the needs identified in Phase I and operationalise partnership activities to accelerate the uptake of green hydrogen for industrial application in developing countries. The project in this proposal aims to serve as a global platform for awareness-raising of stakeholders participating in the green hydrogen ecosystem, exchange of experiences, capacity building, development of knowledge materials (e.g., training materials, international standards and technical guidelines), policy dialogue and joint development of country specific projects on green hydrogen in industry.

As part of the Technical cooperation pillar, UNIDO provides targeted technical assistance to countries to overcome the barriers for the hydrogen uptake. The UK funded project “Net zero global pipeline development for investment-ready proposals” aims to deliver support at the company level and aims to develop an initial list of feasible industry decarbonization technology solutions for chemicals, steel, cement and concrete industries, and initiatives on hydrogen to develop bankable proposals for financing. As part of the project, a global pipeline of low-carbon hydrogen projects will be developed. The project will target developing countries and transition economies, particularly Brazil through the Hydrogen Hub. The project will increase awareness at global level on the potential role of low-carbon hydrogen in reducing carbon emissions to combat climate change and positioning hydrogen as a key component of sustainable energy transition.

FUNCTIONAL RESPONSIBILITIES

Under the supervision of the Project Manager and in close cooperation the consultant team from the CTP Division in UNIDO HQs, assist in appraising, adjusting and presenting project proposals, and monitoring programme execution, identifying problems and utilizing information as an input to corrective actions to promote effective project management. Develops and administers technical cooperation projects by:

  • Locate and analyze specific economic and social data and distilling and synthesizing information relevant to proposed projects;
  • Identify, describe and justify project possibilities related to a particular project and consistent with approved technical cooperation programmes and ongoing activities;
  • Appraise, review and adjust project proposals to ensure consistency with national, sub regional, regional and sectoral priorities and programmes, and with available resources; formulate and present such proposals on the basis of technical and substantive inputs in accordance with required format for final review and approval;
  • Develop schedules, arrangements and methods for the management of the execution of individual project/s, in consultation with project personnel, technical, substantive and administrative service units;
  • Exchange information required for project formulation and execution with government officials in planning, finance, donor input coordination and sectoral functions, as well as with representatives of multilateral and bilateral donor agencies;
  • Monitor and expedite project execution systematically through discussions and correspondence with technical, substantive and project staff, field visits, analysis of periodic project progress reports, participation in tripartite reviews and mid-term project evaluations; utilize information obtained as an input to corrective decision-making and revisions;
  • Organize and conduct briefings and debriefings on projects with special regard for the country, sub regional and regional aspects, resources and development characteristics, with a view to maximizing project performance levels;
  • Promote the Global Partnership among member states and engage potential donors for fund mobilization.
  • The Project Coordinator is expected to contribute to the development of technical assistance projects with a particular focus on clean hydrogen-based low-carbon fertilizer and other downstream products of hydrogen.
    MINIMUM ORGANIZATIONAL REQUIREMENTS

    Education: Advanced university degree in engineering, sciences, economics, business administration, international relations, or another relevant discipline with specialization in areas relevant to the recruiting Division Climate and Technology Partnerships Division (IET/CTP) is required.

    Technical and Functional Experience:

    • At least five (5) years of professional experience in technical cooperation project management or portfolio project management including some exposure at the international level is required.
    • Expertise in hydrogen technologies, policies and/or systems as well as experience in the design, development and/or execution of GEF and/or GCF projects is an asset.
    • Experience in evaluating the needs, conditions and problems in developing countries is an asset.

      Languages: Fluency in written and spoken English is required. Fluency in written and spoken other UN language is an asset.
