Although the Bissau-Guinean Constitution is founded on democratic principles like sovereignty of the people, rule of law, separation of powers, and human rights, governance in Guinea-Bissau faces significant hurdles. These include political instability since independence, remnants of centralized colonial governance, and ongoing political-military dynamics.
The UNDP Country Office (CO) in Guinea-Bissau, as a key government partner in governance, has been developing and implementing various projects in a variety of governance related domains, including rule of law, local governance, electoral and parliamentary support, and human rights.
UNDP-Guinea-Bissau works with several donors in the area of governance, namely, the Embassy of Japan in Dakar, the PBF-Fund, and the Government of Switzerland, EU and AfDB. All these partners focus on the improvement of services, the empowerment of the population, and accountability measures.
The work carried out within the framework of various projects and donors requires a project assistant and the alignment of priorities and strategies. In this context, within the framework of the new EU-supported project, UNDP is recruiting a ‘Project Associate’ to provide support for project implementation while ensuring high quality and accuracy of work. The project assistant will help promote a client-orientated, quality and results-oriented approach in their work. He/she will work closely with the EU, the Ministry of Justice and Human Rights and UNDP CO Operations, ensuring consistent service delivery, with a view to complying with UNDP rules and donor requirements. The selected candidate will have the following specific responsibilities.
Duties and Responsibilities
Contribute to the project team to ensure effective project planning and implementation.
Promote partnerships and resource mobilization.
Provide support to the effective monitoring, evaluation, and reporting on progress of project implementation.
Facilitate knowledge building, knowledge sharing and capacity building relevant to the assigned project.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
4. Institutional Arrangement:
The Project Associate works under the general supervision of the head of governance Unit and collaborates closely with the project team.

Required Skills and Experience
Education:
• Secondary education is required. or
• University Degree in Business Administration, Public Administration, or equivalent field will be given due consideration, but it is not a requirement.
• A minimum of 7 years (with high school diploma) or 4 years (with bachelor’s degree) of progressively responsible administrative or project experience is required.
Experience:
• Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
• Experience in preparation of financial reports and overviews
• Experience in monitoring and evaluation tools
• Experience in project management processes
• Experience in procurement procedures of national / international organizations
• Fluency in Portuguese and English is required. Knowledge of French is desired.
