Background
The Effective Governance Cluster of UNDP Uzbekistan is implementing a multi-provincial development initiative aimed at strengthening women’s employability and economic empowerment in remote areas of Uzbekistan by enhancing their access to STEM (Science, Technology, Engineering, and Mathematics) education and entrepreneurship opportunities.
The project, implemented in partnership with the Ministry of Digital Technologies focuses on three key components:
Building the capacity of high school and university-level girls through targeted STEM education programs. Strengthening the entrepreneurial capacity of women-led SMEs (Small and Medium-sized Enterprises) through acceleration, mentorship, and seed funding. Organizing a national Summer Boot Camp to showcase innovation, foster networking, and promote visibility of women in STEM.The initiative aligns with Uzbekistan’s national strategies on gender equality, digital transformation, and inclusive economic growth, and contributes to SDGs 4, 5, 8, and 17. It leverages the infrastructure of Digital Education Development Centers (DEDCs) and engages a wide range of stakeholders, including government institutions, private sector partners, academia, and civil society.
In this context, UNDP is seeking a qualified Project Analyst, he/she will be responsible for the overall coordination, implementation, and operational management of the project. The incumbent will ensure that all activities are delivered in line with UNDP’s standards and contribute to the achievement of the project’s intended results.
Duties and Responsibilities
Under the direct supervision of the Effective Governance Cluster Leader, the Project Analyst (with Project Management functions) will be responsible for the overall coordination, implementation, and operational management of the project “Empowering Women in STEM & Entrepreneurship: A Path to Progress in Uzbekistan.” The Project Analyst will ensure that all project activities are delivered in accordance with UNDP rules and procedures, and that the project achieves its intended results efficiently, inclusively, and sustainably.
The incumbent will perform the following key functions:
Strategic Planning and Project Management:
Lead the development and implementation of annual and quarterly work plans, procurement plans, and budgets in line with the project’s results framework. Ensure timely and quality delivery of project outputs across all components, including STEM education, entrepreneurship support, and visibility activities. Coordinate the sequencing and integration of project activities to maximize synergies and impact. Ensure compliance with UNDP and donor requirements, including financial, procurement, and reporting standards.Stakeholder Coordination and Partnership Building:
Serve as the primary liaison with the Ministry of Digital Technologies, Digital Education Development Centers (DEDCs), and other national and regional partners. Facilitate coordination with private sector partners (e.g., Microsoft, Google, Visa, Uzum, Samsung) and NGOs (e.g., Tech4Impact) to ensure effective delivery of mentorship, training, and innovation support. Participate in coordination meetings, technical working groups, and public events. Support the Project Board in strategic decision-making and reporting.Technical Oversight and Quality Assurance:
Oversee the design and implementation of the STEM programs for high school and university-level girls, ensuring alignment with national education priorities and industry needs. Provide strategic guidance on the Women in STEM Innovation Fund (WSIF), including startup selection, acceleration, and seed funding processes. Ensure the successful organization of the Summer Boot Camp and STEM Innovation Showcase, including coordination of logistics, content, and stakeholder engagement. Promote gender-responsive and inclusive approaches across all project activities.Financial and Administrative Oversight:
Ensure sound financial management of the project, including budget planning, expenditure tracking, and financial reporting. Oversee procurement processes in collaboration with the UNDP operations team, ensuring timely delivery of goods and services. Maintain accurate records and documentation for audit and evaluation purposes. Ensure compliance with UNDP’s internal control frameworks and Alternative Procurement Arrangements (APA) requirements.Monitoring, Evaluation, and Reporting:
Develop and implement a robust monitoring and evaluation (M&E) framework to track progress against indicators and outcomes. Coordinate baseline, mid-term, and final evaluations, and ensure that findings inform adaptive management. Prepare high-quality progress reports, donor updates, and knowledge products in a timely manner. Ensure systematic data collection and analysis, including gender-disaggregated data.Knowledge Management, Communication, and Visibility:
Document and disseminate lessons learned, success stories, and innovations from the project. Contribute to the development of knowledge products, policy briefs, and technical guidance. Ensure visibility of project achievements through communication campaigns, media engagement, and branding in line with UNDP and donor guidelines. Support the organization of public events, field visits, and stakeholder consultations.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Project Analyst will work under the direct supervision of the Effective Governance Cluster Leader and in close coordination with relevant national and regional stakeholders. The Project Analyst will be responsible for the day-to-day management and implementation and delivery of project activities, ensuring alignment with UNDP’s strategic priorities and operational procedures and contribute to cross-project learning and coordination within the UNDP Country Office, ensuring synergies with other initiatives.

Education:
Advanced university degree (master’s degree or equivalent) in the field of Business Administration, Public Administration, Public Policy, Law, Economics, Development Studies Management, Public Administration or a closely related field is required or A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of master’s degree.Experience:
Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in political economy, project management, financial management, and public and business administration.Languages:
Fluency in English and Uzbek is required. Good command of Russian is desirable.Required Skills:

Proven/previous experience in managing multi-stakeholder development projects, particularly those focused on gender equality, education, or entrepreneurship. Hands-on experience in organizing large-scale events or innovation programs, such as boot camps, hackathons, or showcases, especially those targeting youth or women. Excellent analytical, presentation, and reporting skills, with the ability to produce high-quality knowledge products, policy briefs, and donor reports.
