UNDP in Cyprus works to support the ongoing peace and confidence building process between the communities of Cyprus. Since 2001, the UNDP programme in Cyprus has been delivering mainly EU funded interventions, to support Greek Cypriots and Turkish Cypriots, encouraging dialogue and cooperation, and supporting the development of environmental, economic and social infrastructure on the island.

As such UNDP in Cyprus provides a diverse package of programmatic services to a range of partners which contribute to building a conducive environment for the peace process. In particular, the implementation of confidence building measures contributes to the building of trust between the two communities while demonstrating to the public at large that the communities can work together on critical issues that are of importance to all inhabitants of Cyprus across three focus areas:

Empowering communities to protect cultural heritage. Strengthening inter-communal mechanisms. Improving environmental, social and economic infrastructure.

Under the guidance and supervision of the Head of Office, the Project Analyst provides services ensuring high quality, accuracy and consistency of work. The Project Manager works to ensure the implementation of the “Support to the Committee on Missing Project” and/or other project(s) assigned in close collaboration with the operations, programme/projects’ staff in the office and with UNDP HQs staff to exchange information and ensure consistent service delivery. The Project Analyst promotes a client-oriented approach consistent with UNDP rules and regulations.
 

Duties and Responsibilities   Project Management - Key Result: Timely managing, evaluation and reporting on project progress to facilitate management review and decision making Ensure the overall management and implementation of project outputs and activities as outlined in the project document;  Carry out as appointed `Project Manager` in Quantum as per ICF for designated projects to ensure that the project produces the results specified in the project document within the specified time and budget; Prepare the project document(s), required supporting documentation for contribution agreements/contribution amendment and obtain required clearances; Prepare the annual work program for the designated projects; Monitor progress, evaluate status, resolve issues and/or preempt problems;  Meet with project partners to exchange information. Report to the Head of Office and other internal partners' critical issues; Follow up on outstanding issues and project plans to ensure achievement of objectives. Consult and/or keep supervisor informed.

 

Project Implementation - Key Result: Provides the coordination and implementation of the programme focusing on the achievement of the following results Ensure initiation of a project, entering project into Quantum, preparation of required budget revisions; Ensure updating of project details and documents in Quantum, revision of project award and project status; Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports; Ensure analysis of the situation in programme/projects, identification of operational and financial problems, development of solutions; Ensure with the timely implementation of project activities; Closely monitor project implementation and report on relevant project activities, issues, risks, etc. to ensure the timely delivery of project results; Provide support to the preparation and conduct of audit of NEX/DEX projects and support the implementation of audit recommendations; Participate to the office committees/panels (including tender evaluation panels, personnel recruitment panels and other committees) if appointed by head of office.

 

Key Result:  Day-to-day management of project(s) focusing on achievement of the following results Contact person for the assigned project(s) for receiving operational support requests about procurement, human resources and finance, initiating required actions to relevant operations team member, follow-up of progress and provide feedback/updates to the requesting person/unit; Monitor contractual milestones related to the project(s), ensuring relevant parties for required / follow-up actions; Participate in progress meetings and Project Board (Steering Committee) meetings ensuring the preparation of minutes of meetings and monitoring of status of actions required as per decisions taken in the meetings; Ensure preparation of requirements/specifications for the services, goods and works as requested; Ensure preparation of Terms of Reference for the hiring of project personnel and relevant services; Request for Purchase Order creations for the contracts signed; Administer contracts of projects’ suppliers and consultants as assigned; Ensure compliance with contract conditions, rules, regulations, policies, and internal control mechanisms; Review of project payment requests obtain certification for receipt of service/good/work, fill required form(s) and information for the approval of management; Proper control of the supporting documents for payments; Perform following tasks in Quantum for projects assigned: Request for creation of requisitions in Quantum, approval of requisitions and request or register of receipts in Quantum; Maintain asset and inventory records of the assigned project(s); Adherence to appropriate protocol and correspondence guidelines by office team when communicating with authorities and other external partners; Ensure maintenance of the filing system and safekeeping of confidential materials.

 

Key Result: Coordination and partnerships focusing on achievement of the following results Work collaboratively in a team environment with other colleagues in UNDP as well as project partners to ensure successful implementation of project activities; Organise and coordinate networking events, information sessions and thematic field visits and workshops engaging with relevant partners and stakeholders; Follow up on deadlines, commitments made, actions taken in coordination with partners and stakeholder to ensure the of collection and submission of the necessary project related updates and reports; Contribute to the effective coordination and partnership with local counterparts, civil society, relevant institutions, donors and other UN programmes and agencies in relation to project activities; Take part in meetings and events organized by UNDP and/or other partners, on topics relevant to the project scope and inform supervisor on results of meetings when requested by supervisor. 3) Contribute to knowledge building and knowledge sharing - Key Result: Supports knowledge building and knowledge sharing in the office focusing on achievement of the following results Organization of trainings for the projects personnel; Synthesis of lessons learnt and best practices of project;  Participation in the trainings for the programme/operations/project personnel;  Sound contributions to knowledge networks and communities of practice;  Provide inputs in the development and producing of communications and knowledge products, i.e. case studies, success stories, lessons learnt reports, press releases, flyers etc.

Institutional Arrangement

The Project Analyst works under the general supervision of Head of Office. The Project Analyst will be based at the UNDP local office in Nicosia.

  Required Skills and Experience 
  Education:
Master's degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required OR: Bachelor’s degree in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. Experience: Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.  Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects. 

Required skills 

Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. 

Desired skills 

Previous experience of working on projects with multiple stakeholders involved. Experience with multi-cultural working environment. Previous experience working on peacebuilding/confidence building projects. Previous experience working in the Cyprus context. Previous experience working in international organizations. Previous working experience with UNDP. Knowledge of UNDP rules and regulations context.

Required Languages

Fluency in English is required. Fluency in either Greek or Turkish is required.
