    Background

    The project “Enabling an Effective National Adaptation Plan (NAP) Process for Tajikistan” addresses identified gaps and barriers to implementation and is consistent with the Government of the Republic of Tajikistan’s vision for the NAP process. The overall goal of the project is to establish the institutional arrangements and human/institutional capacities to develop and execute National Adaptation Plans (NAP) to implement Tajikistan’s National Climate Change Adaptation Strategy (NCCAS).

    The result of the project will be the establishment of the institutional arrangements which will empower the Committee for Environmental Protection under the Government of the Republic of Tajikistan (CEP) to lead the process of translating the country’s adaptation priorities as articulated in the NCCAS and other documents into implementation plans. As part of the NAP process, the project will also capacitate responsible agencies for the six priority sectors which have been identified by the Government of the Republic of Tajikistan as being particularly vulnerable (energy, water resources, transportation, forestry/biodiversity, industry/construction and agriculture) and advance mainstreaming of climate change adaptation considerations in these agencies. The agencies will also develop sectoral adaptation plans, which will be compiled as part of the national NAP. Lastly, the proposed project will address barriers and gaps with respect to financing of priority adaptation measures and implementation capabilities at the subnational level. By addressing these barriers and gaps the project will begin to establish enabling conditions which will allow the NAP to be effectively implemented.

    The project has three outcomes, each consisting of three sub-outcomes, which are in turn implemented by a number of activities. The hired staff will implement Outcome 2 of the project related to strengthening governance, coordination, and institutional arrangements for Climate Change Adaptation planning and implementation.

    Duties and Responsibilities

    Under the overall guidance and supervision of the Project Manager, the Project Adaptation Planning Officer will be responsible for the overall implementation of the project Outcome 2, performing a variety of standard operational and programmatic services within the project framework ensuring high quality and accuracy of work.

    The Project Adaptation Planning Officer will work closely with all project’s personnel and UNDP CO team to ensure relevant requirements are fulfilled in a timely manner with required quality, following the highest standards in line with UNDP guidelines and procedures.

    The duties and responsibilities of the Project Adaptation Planning Officer will include:

    Ensure effective Technical Support to the Project focusing on the achievement of the following results:

    • Achievement of 100% of Outcome 2 AWP targets—both results and financial delivery.
    • Achievement of 100% of NGOs/Academic institutions, International and National Consultants under Outcome 2, including development of ToRs, implementing complete procurement processes such as evaluation of candidates and follow up with the Procurement Unit.
    • Coordinate the work of the contractors in terms of quality, timely and complete supply of deliverables and oversight the payment request process to be implemented in a timely manner.
    • General oversight of the implementation of the project activities implemented under Outcome 2.

      Ensure effective programmatic support to the Project and implementation of Outcome 2, focusing on the achievement of the following results:

      • Maintain good cooperation with the priority cross sector agencies and other project stakeholders.
      • Mapping out of key partners and organize “Partnership enhancement” actions as for example joint field missions, joint events, joint knowledge products or communication materials with key partners under Outcome 2.
      • Maintain good cooperation with project management and team, ensuring active participation in regular/weekly project meetings focused on reporting on progress and schedule of work, bringing into attention troubleshooting issues in Outcome 2 implementation, and deadlines to be met.  
        Active participation in team building activities (at least 2) within team or the cluster to maintain effective teamwork and share knowledge and skills with other staff.
      • Develop Annual and Detail Work Plan, procurement plan for Outcome 2 and track budget expenditure and forecasting.
      • Support in mapping out of project´s specific agreements (donor agreements, LOA, RPA, LVG) & deadlines for reporting, new tranche, and conduct periodic monitoring of all these instruments under Outcome 2. 
        Provide assistance in planning, and regular monitoring of activities related to Outcome 2 including Project Final Evaluation.
        Support in developing project reports (QPR, Semi-annual report, APR and donor and government reports) on time (within the deadline) with a result-oriented narrative that includes qualitative and quantitative data (disaggregated by gender), based on project annual targets and indicators, and well written narrative.
      • Ensure the development and submission of written materials, updates, press release, NVs, Intermediate Progress Reports to GCF and relevant partners.
      • Facilitate the integration of Climate change adaptation into priority sector agency planning and regulatory frameworks.
      • Ensure the process of conduction of priority sector vulnerability assessments and development of the adaptation plans for four priority sectors are completed.
      • Upon request of the Project Manager (PM) to participate and make presentations in conferences, working meetings, round‐table discussions, Steering Committee Meetings, etc.
      • Provide necessary support in the organization of mission and international consultants’ visits, seminars, press conferences, workshops, Steering Committee meetings and team building activities.
      • Support in mapping-out of gender-sensitive products and activities.
      • Achievement of 100% of gender-related activities as identified in the gender action plan.
      • Ensuring that all communication materials and reports use sex-disaggregated data and gender-sensitive language.
      • Write at least one story on how the project has addressed gender issues in Outcome 2.

        Ensure effective support in Knowledge building and knowledge sharing of the Project, focusing on achievement of the following results:

        • Support in preparation of “project communication action plan”, and delivery of 100% of this plan including production of communication materials and/or knowledge products, social media posts for all project events, at least one web-story or blog/vlog, drafting of project fact sheet.
        • Assist Project Manager in establishment and maintenance of database of donor organizations, development partners and other national agencies and ministries and provide assistance in organizing and conducting meetings with development partners, donors, and national counterparts.
        • Ensure effective dissemination of and access to information on project activities and results and support the project outreach and PR activities in general.

          The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office/Project and the Organization.

          The Project Adaptation Planning Officer will report to the Project Manager for UNDP/GCF Project “Enabling an Effective National Adaptation Plan (NAP) Process for Tajikistan”.

                            Required Skills and Experience

                            Education:

                            • Advanced University Degree (Master’s degree or equivalent) in Environment, Development Studies, Natural Resource Management, Social Sciences, or any relevant related field is required. OR
                            • A first level university degree (Bachelor's degree) in the areas mentioned above with an additional two years of relevant experience will be given due consideration in lieu of Master's degree. 
                               

                              Experience:

                              • Applicants with a Master’s degree (or equivalent) in a related field of study are not required to have professional work experience. 
                              • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two years of relevant experience in coordination, implementation or supporting climate change intervention, preferably adaptation initiatives or other related fields. 

                                Required skills:

                                • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP is required.

                                  Desired skills:

                                  • Experience in designing knowledge management products such as vulnerability assessment report, curriculum development on CCA and awareness raising products and tools and any other products related to climate change or environment.
                                  • Experience in coordination, institutional arrangements, and governance, preferably in climate change and/or environment.
                                  • Experience in organizing training, workshops, meetings, and other events on climate change adaptation (CCA).
                                  • Experience in supporting the facilitation of capacity building intervention and awareness raising campaign and sensitization activities on CCA

                                    Languages:

                                    • Fluency in English, Russian and Tajik is required.
