      BACKGROUND:

      The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in the Republic of Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP started implementation of its Interim Country Strategic Plan (ICSP) from 2024-2026. Under the ICSP, WFP supports technical assistance to the Ministry of Labour and Social Protection to reinforce Ajutor Social, the social safety net of last resort, promote digital approaches for social assistance programmes and to put in place a shock-responsive social protection mechanism. WFP has also been appointed as the co-lead of the newly formed Inclusion and Solutions Working Group (ISWG) that coordinates interagency action on social protection issues under the Regional Refugee Response Plan for 2025-2026. WFP Moldova is now seeking to fill the national position of Programme Policy Officer to support these efforts.

      KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

      Reporting to the Social Protection expert, he/she will be responsible for the:

      1. Contribute towards the development of projects, plans and processes, ensuring alignment with WFP programme policies and guidance as well as host government priorities in the areas of social protection and food assistance.

      2. Provide project management support to specific and defined programmes and projects ensuring a coordinated approach within WFP internally as well as with main external stakeholders, incl. national and local authorities.

      3. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery.

      4. Assist counterparts in governments and other partners in identifying where food assistance and social protection programmes can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes to strengthen government and community ownership and effectiveness of shock-responsive social protection mechanisms at national and sub-national levels.

      5. Support the identification, development, and management of potential partnerships to collaborative working leading to improved food assistance packages.

      6. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders, incl. to donors.

      7. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.

      8. Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs.

      9. Enhance WFP’s leadership status in forums relating to area of food assistance and social protection.

      10. Other as required within the area of expertise.

      QUALIFICATIONS & EXPERIENCE REQUIRED :

      Education: Advanced University degree or First University Degree with additional years of related work experience and/or trainings/ courses.

      Experience:

      SC9: At least three (3) years of relevant professional experience

      SC8: At least one (1) year of relevant professional experience

      Relevant experience is described as experience in one or more programme disciplines including but not limited to cash-based transfers, social protection, and/or food assistance. Experience working with various stakeholders, such as national/local authorities and/or international partners is required.

      Languages:

      Fluency in English and Romanian Languages (read, write, speak) is required for this role. Knowledge of Russian is an asset.
