    COUNTRY CONTEXT

    Chad, a vast landlocked country in north-central Africa with a population of 16.8 million, faces significant challenges. It ranks 187 out of 189 on the Human Development Index and 113 out of 116 on the Global Hunger Index. Hosting over one million refugees, Chad grapples with one of Africa's largest refugee populations. Since the onset of the conflict in Sudan in April 2023, Chad has witnessed a nearly doubled refugee population, with over 600,000 new arrivals from Sudan. Concurrently, Chad continues to struggle with severe food insecurity, affecting approximately 2.1 million people, corresponding to the worst lean season in a decade.

    THE ROLE

    Two positions are based in Goz Beida and Moundou, Chad, each reporting respectively to the Head of Field Office. The role involves supporting policy and program activities to address food assistance needs effectively. Additionally, the position serves as the interim Head of the Field Sub-Office during the absence of the Head.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    · Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.

    · Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

    · Coordinate and supervise the implementation of emergency and resilience programmes, nutrition, school feeding, etc. that effectively address food and nutrition assistance needs in intervention areas.

    · Provide technical advice and manage the operational and strategic implementation of emergency, resilience building, nutrition, school feeding projects/activities as well as develop and provide programmatic and technical guidance in these areas of work and on integration aspects.

    · Contribute to forging strategic and operational partnerships with governmental, UN and non-UN actors, and guide the scaling up of operations and support to Field Office staff including reporting on key achievements and advocacy activities.

    · Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.

    · Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.

    · Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

    · Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.

    · Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.

    · Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.

    · Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

    · Other as required.

    QUALIFICATIONS AND EXPERIENCE

    Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

    Experience: At least one year of relevant professional experience in humanitarian food assistance, resilience, development, agriculture, livelihoods, and/or other relevant fields

    Language: Fluency (level C) in both French and English language.

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    · Implemented programmes and contributed to the design of operational plans.

    Supported the identification of implementation areas, particularly for Food For Assistance (FFA), Nutrition, School Meals, lean season programmes, and flood response initiatives.

    · Gained experience in field operations, with a preference for challenging duty stations or emergency situations.

    · Developed or contributed to multi-disciplinary work plans aimed at achieving WFP's strategic objectives within a defined area.

    · Analyzed political contexts, assessed risks accurately, and provided informed support to managers and leaders in decision-making.

    · Supervised, designed, established, implemented, and monitored food and nutrition assistance programmes.

    · Established and maintained partnerships, coordinating food and nutrition assistance with local governments, UN agencies, NGOs, and local communities.

    Designed, organized, and facilitated training for field staff (e.g., government and NGOs), monitored best practices, and supported advocacy with governments and donors.

    · Collaborated with the Head of Sub-Office to ensure accountability processes for FFA, Nutrition, and School Feeding programmes, including Monitoring & Evaluation activities and reviewing draft of the Field Level Agreement (FLAs), Memorandum of Understanding (MoUs), and beneficiary accountability measures.
