    WFP is looking for a qualified Programme Policy Officer who will support delivering professional, client-focused services, partnering with managers and clients to provide support to policy and programme activities that effectively meet food assistance needs in line with WFP cooperate priorities.

    This position is based in Kassala and reports to Senior Programme Policy Officer.

    THE ROLE

    To provide support to policy and programme activities that effectively meet food assistance needs.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    • Support research and provide contextual grounding for social and environmental assessments to inform the identification of possible environmental and social risks of planned interventions as well as best practice in risk mitigation;

    • Play a key role in ensuring the integration of safeguards (mitigation measures) once projects are operational as per plans / commitments and flag gaps / challenges

    • Maintain regular oversight of the functioning of safeguards (mitigation measures), including assessing the appropriateness and effectiveness of mitigation measures, proposing adaptations as needed

    • Contribute to reporting on safeguards to donors and other relevant internal stakeholders

    • Undertake regular visits to project sites to assess environmental and social impacts, verify environmental and social monitoring information provided, supervise contracted entities’ performance in handling specific environmental and social safeguards-related issues, and maintain records of environmental and social safeguards supervision in a systemic manner for further follow-up as needed

    • Participate in the SOMOUD Project Implementation Unit (PIU) and relevant other PIUs as needed

    • In conjunction with the CO level Environmental and Social Safeguards specialists, prepare and deliver trainings, technical assistance and additional capacity-building support to staff within Country, Area and Field Offices; as well as amongst implementing partners and external contractors on the identification and management of social risks, with particular attention to Labor Management Procedures, Occupational Health and Safety, Gender Based Violence/Sexual Exploitation and Abuse/Sexual Harassment, Historically Underserved Traditional Local Communities, among others

    • Other as required.

      QUALIFICATIONS AND EXPERIENCE

      Education: Advanced University degree in rural development, agriculture or environmental
      studies or relevant other field with five years of of progressively increasing experience analyzing programming and its wider effects on society.

      Language: Fluency (level C) in English language and Arabic language.

      DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

      • Prior work experience within UN, other international organizations, or development finance institutions

      • Demonstrated technical skills and knowledge of environmental and social safeguards

      • Specialized training in relevant safeguards areas: environmental studies, women’s empowerment or related other

      • Demonstrable teamworking and collaborative working skills

      • Proven analytical and problem-solving skills and ability to apply these in carrying out complex research and operational tasks

      • Deep contextual knowledge of social and environmental issues in Sudan

      • Critical thinking skills, including identifying possible social and environmental risks of programming, and how these can be critically assessed.

      • Experience of delivering training

      • Strong client orientation and proven capacity to work across multiple internal and external stakeholders, including civil society and community based organizations.
