WFP seeks a Programme Policy Officer (CBT/Pipeline) to manage CBT activities and pipeline of ACT1.
The position will be based in Nay Pyi Taw, with regular travel to operational areas as needed.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Under overall management of Head of Crisis Response, the Programme Policy Officer (CBT/Pipeline) will work with the Programme Policy Officer (Activity Manager).
In collaboration with Activity Manager, review CPs’ FLA proposals to ensure partnership is in line with WFP policies, guidance and CO level SOPs
Ensure ACT1 activities with CBT transfer modality are implemented according to WFP’s policies and procedures with technical support of CBT Unit;
Prepare Need Based Plan, Implementation Plan, Budget Revision and operational plan based on resource available and requirement in collaboration with Budget and Programming Unit and Field Offices;
Prepare the FLA tracking and review monthly distribution plan for management approval in coordination with Activity Manager;
In collaboration with Activity Manager, review monthly CBT request (form H), distribution report (form B) and CBT reconciliation report for approval of HOP;
Manage ACT1 pipeline including preparing food and CBT requirement, monitoring delivery and distribution, supporing fund programming in collaboration with Budget and Programming, Supply Chain and Field Offices;
Support IDM/ SCOPE implementation including creation of intervention cycles, distribution cycles, payment list in SCOPE beneficiary information and transfer management platform in coordination with IDM team and Field Offices;
Ensure accurate, timely database management of CBT activities for internal and external reporting;
Release Service Entry Sheet (SES) for CBT distribution in WINGS system and partnership creation in COMET system in coordination with Field Support and Finance Unit;
Lead emergency response efforts, including coordinating with local authorities and partners, conducting rapid assessments, and managing delivery, distribution, and reporting.
Provide any additional support required for crisis response activities.
FUNCTIONAL CAPABILITIES:
Programme Lifecycle & Food Assistance
Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
Transfer Modalities (Food, Cash, Voucher)
Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.)
Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Emergency Programming
Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
Strategic Policy Engagement w/ Government
Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Operational experience in emergency preparedness and response with WFP is desired.
Operational experience in project cycle management especially food security related activities.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Educations: Advanced University degree in Disaster Management, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: Minimum 3 years year of postgraduate professional experience on programme implementation and project management.
Knowledge & Skills:
Project Management Expertise: Proven experience in managing projects from conception to completion; Strong organisational and time-management skills; Ability to develop and implement project plans, timelines, and budgets; Experience in managing project finances, including budgeting, forecasting, and reporting; Ability to optimise resource allocation and ensure cost-effective project implementation; Skills in developing and implementing project monitoring and evaluation frameworks; Ability to track project progress, measure outcomes, and report on key performance indicators; Proficiency in using project management software and tools.
Leadership and Team Management: Strong leadership skills with the ability to motivate and manage diverse teams; Experience in coordinating with multi-disciplinary teams and stakeholders; Excellent conflict resolution and problem-solving abilities.
Inclusive Programming Knowledge: Understanding of inclusive programming, particularly related to food security and humanitarian assistance; Familiarity with policies and standards on protection, accountability, gender, and disability inclusion across programme and operations.
Communication, interpersonal and networking skills: Excellent written and verbal communication skills; Ability to engage effectively with stakeholders at all levels, including communities; Experience in liaising with donors and other relevant entities; Strong cultural awareness and sensitivity, particularly in working with marginalized and vulnerable populations; Ability to adapt to changing environments and work effectively in challenging contexts.
Capacity building: Experience in facilitating workshops, training sessions, and meetings for a diverse range of stakeholders; Ability to measure impact of learning initiatives.
Technical Proficiency: Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint) and other relevant software.
Languages: Fluency (level C) in English and Myanmar.
