    The role will help to save and change people’s lives by supporting the Kosti Hub to deliver high-quality cash transfer programmes through using the most appropriate methods, putting people at the center, and implementing cost efficient and effective approaches. Further, the role will manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in Kosti of moderate complexity and provision of technical advice at both Hub and CO level. The holder is expected to operate with considerable independence in CBT and may manage a team of junior professional and support staff.

    The role requires ability to think innovatively, analyze options and risks, be flexible/adaptable and work collaboratively to achieve successful outcomes, particularly in a hardship duty station like Kosti - staying focused and calm while under pressure and having a resilient mindset are essential to make a difference towards achieving Zero Hunger.

    This position is based in Kosti and reports to Head of Programme.

    THE ROLE

    To provide support to policy and programme activities that effectively meet food assistance needs.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    • Provide technical advice on the design and implementation of innovative and context-specific CBT programmes that are people-centred, prioritise women, and are responsive to people's changing needs and preferences.
    • Maintain partnerships with counterparts from local governments, communities, and partners in the field to strengthen government and community ownership at national and sub-national levels.
    • Implement the Cash Assurance Framework at field level; strengthening controls, monitoring systems, and ensuring that risk mitigation measures are in place as a part of costed assurance action plans.
    • Implement a costed assurance action plan covering CBT activities to design and deliver effective cash programmes.
    • Represent WFP at the hub and national level where required and contribute to cash-related topics including taking a people-centered approach, Identity Management, digital financial inclusion, women’s economic empowerment through direct participation, briefings, information products and other materials.
    • Use information from the monitoring of prices to identify the impact on cash operations and provide recommendations as relevant.
    • Manage, motivate, and develop a team of staff to enable high performance, ensure knowledge transfer and contribute to building talent for the organization.
    • Ensure the best use of assigned financial resources within a moderate budget to strengthen results-based management.
    • Support the inclusion of CBT contingency plans into Country Office emergency preparedness and emergency response plans to deliver cash rapidly and effectively to meet people's essential needs.
    • Perform other programmatic tasks as requested by Head of Hub or supervisor.

      QUALIFICATIONS AND EXPERIENCE

      Education: Advanced University degree (Master or higher recognised by https://www.whed.net/home.php in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Sciences, Business Administration, Information Systems, Public Policy or other field, or First University degree with additional years of related work experience.

      Desired experience for entry into the role:

      • At least five (5) years of postgraduate and relevant progressively responsible professional experience demonstrating high performance in cash programming, digital financial inclusion, digital payment solutions, economic empowerment, economics, humanitarian programming, within the private and/or public sector.
      • Experience in the design, set-up, implementation and monitoring of transfer modality systems (in-kind food and cash-based transfers)
      • Experience supporting the setting-up and running of field Cash operations or Cash emergency operation.
      • Experience managing a small country/ area office programme team or a component of a country office programme portfolio.
      • Experience engaging in policy discussions and providing input into policy decisions.
      • Coordination skills and the ability to work across different business functions in WFP.
      • Experience working across the Program portfolio including Vulnerability Analysis and Mapping (VAM) / Nutrition is advantageous.

        Language: Fluency in Arabic and English language as well as local dialects is desirable.
