ORGANIZATIONAL CONTEXT:
Indonesia faces increasing exposure to climate-related hazards—including floods, droughts, and extreme weather events—that pose growing threats to food and nutrition security, especially for vulnerable communities. These risks are intensifying in both frequency and severity, challenging national and sub national systems in their ability to prepare for, respond to, and recover from disasters. In this context, the World Food Programme (WFP) works in close collaboration with the Government of Indonesia to strengthen emergency preparedness, disaster risk management, and climate resilience. A central pillar of this collaboration is the institutionalization of Anticipatory Action (AA)—a proactive, risk informed approach that enables early action before shocks occur, based on predictive data and early warning systems.
WFP supports the Government in embedding AA within Indonesia’s disaster risk governance, including its policy frameworks, institutional systems, financing mechanisms, and operational protocols. The overarching objective is to reduce the humanitarian and development impacts of disasters, protect lives and livelihoods and build long-term resilience across sectors and levels of government. The Programme Policy Officer SC8 will report directly to Team Lead, and under the overall supervision of the Deputy Country Director.
JOB PURPOSE:
To spearhead the implementation of WFP’s engagement with government counterparts and partners to institutionalize Anticipatory Action and strengthen national systems for climate and disaster risk management. The role will focus on providing policy support, technical guidance, and capacity strengthening to advance risk-informed planning, integrated financing, and adaptive shock responsive mechanisms.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS
Education: Advanced university degree in a relevant field such as Disaster Risk Management, Climate Change Adaptation, Public Policy, Social Protection, Development Studies, Supply Chain or a related discipline. A first-level university degree with additional relevant work experience may be accepted in lieu of an advanced degree. Formal training in results-based management, disaster risk reduction, or climate change is considered an asset.
Experience: At least one (1) year of experience should be at the postgraduate professional level.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and Bahasa Indonesia. Ability to draft reports, policy briefs, and deliver presentations in English with clarity and professionalism.
