    ORGANIZATIONAL CONTEXT:

    In January 2025, the Government of Indonesia launched the Makan Bergizi Gratis or Free Nutritious Meals Programme (FNMP), a transformative flagship programme to invest in the human capital of its young generation, supporting the Golden Indonesia 2045 vision and the goal of achieving 8 percent economic growth by 2029. It is designed to tackle multisectoral development challenges by improving nutrition, health and education, boosting local agricultural production, strengthening food systems and reducing poverty.​

    The programme aims to reach 83 million beneficiaries by 2025, including infants, pregnant and breastfeeding women, and school-aged children. The government's progress has been swift—over 1,100 kitchens were established in the first five months, providing meals to over 3.5 million beneficiaries.​

    WFP is committed to supporting the Government of Indonesia, to enhance the sustainability, effectiveness and impact of the FNMP, by strengthening institutional capacities, providing tailored technical assistance and augmenting implementation capacities to achieve long-term improvements across education, nutrition and the local economy.

    The Programme Policy Officer NOA will report directly to the Head of School Meals, and under the overall supervision of the Deputy Country Director.

    THE ROLE

    To support the government with the technical, operational and strategic implementation of the Free Nutritious Meals Programme, ensuring alignment with the national priorities and WFP standards.

    KEY ACCOUNTABILITIES:

    Support implementation of technical assistance to the Government

    • Contribute to the design and periodic revision of project workplans, ensuring they align with national strategies, WFP’s Country Strategic Plan (CSP), and donor expectations.
    • Contribute to the provision of technical assistance to the Government effectively, ensuring responsiveness to emerging needs, alignment with national policies, priorities and strategic goals, as well as the technical expertise, operational modalities and strategic objectives of WFP.
    • Assist government stakeholders in identifying context-appropriate, evidence-based and sustainable solutions to operational, technical or policy-related challenges encountered during the national programme scale-up and implementation.
    • Provide support for the effective implementation of WFP’s initiatives contributing to the Free Nutritious Meals Programme.
    • Coordinate the planning, implementation, and monitoring of Social and Behaviour Change Communication (SBCC) activities related to school and adolescent health and nutrition.
    • Support data collection and monitoring to ensure high-quality, evidence-based results inform programme steering, reporting, and decision-making.

      End-to-End Management and Technical Support for fortified food initiative

      • Deliver technical support to facilitate the effective integration of fortified food into the Free Nutritious Meals Programme, through engagement with relevant ministries and technical partners (including fortification experts, food safety authorities, supply chain specialists, and academic institutions), as well as strengthening government capacity.
      • Ensure effective the implementation and regular follow-up of WFP-supported food fortification initiatives, ensuring timely progress, quality assurance, risk management, and alignment with national food and nutrition priorities.
      • Manage and coordinate partnerships with public and private sector actors involved in fortification (e.g., milling associations, regulatory agencies, research institutions), including work planning, partnership agreement development, deliverables monitoring, and partner budget tracking.
      • Support the integration of fortified food into national policies, procurement systems, and quality control frameworks through technical contributions to policy dialogues, standards development, inter-ministerial coordination, and advocacy with key stakeholders at both national and sub-national levels.

        Facilitate external and internal coordination

        • Support effective coordination and engagement with relevant government counterparts at national and sub-national levels, including line ministries, technical agencies, and coordinating bodies and act as a focal point for coordination meetings, technical working groups and other collaborative platforms.
        • Foster strong collaboration and information-sharing with other development partners, including UN agencies, international organizations, NGOs, and private sector actors, to promote harmonization of efforts, avoid duplication, and leverage complementary expertise and resources.
        • Promote cross-sectoral coordination within WFP by actively engaging with relevant functional units to ensure an integrated and consistent approach in support of programme objectives in the Country Office and when required with the Global Headquarters of WFP to follow up on technical requests.

          Support partnership development and resource mobilization

          • Proactively identify and explore opportunities for new partnerships and strategic collaborations with a broad range of stakeholders, including planning, finalization and operationalization of partnership agreements.
          • Coordinate the preparation, review, and monitoring of Field-Level Agreements (FLAs), Memoranda of Understanding (MoUs), or other contractual frameworks with cooperating partners, ensuring clarity of roles, deliverables, and compliance with WFP partnership guidelines.
          • Foster strong working relationships with cooperating partners through regular communication, joint planning, and issue resolution to promote accountability, trust, and performance excellence.
          • Monitor the financial and programmatic performance of partners, including tracking expenditures against allocated budgets, reviewing financial reports, and supporting timely disbursements in coordination with finance and programme units.
          • Support WFP’s resource mobilization strategy by assisting in the preparation of donor engagement materials, including funding proposals, concept notes and other advocacy material.

            Support advocacy and knowledge management

            • Ensure WFP Technical Assistance package and its results are well documented both within WFP corporate reporting, donor reporting, and lesson learned reports, and any other form of documentation.
            • Planning, coordination, and execution of key meetings, workshops, missions, and high-level events.
            • Prepare high quality reports, minutes, advocacy messages, briefing materials, talking points, presentations and technical content to support analysis, discussions and decision making.

              Budget monitoring

              • Assist in regular monitoring of programme budget to ensure that financial resources are utilized efficiently, in compliance with WFP’s financial rules and donor requirements, and aligned with approved work plans and strategic priorities.

                Other responsibilities

                • Act as Officer-in-Charge (OIC) for the Head of School Meals during periods of absence, assuming delegated responsibilities to ensure the continuity of leadership, coordination, and programme oversight.
                • Perform any other related tasks as assigned by the supervisor.

                  QUALIFICATIONS AND EXPERIENCE

                  Education: Advanced University degree in Public Policy, International Development, Nutrition, Education, or a related field.

                  Experience: At least one (1) year of experience should be at the postgraduate professional level.

                  Language: Fluency (level C) in English language and the duty station’s language, if different.

                  DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

                  • Minimum five (5) years of progressively responsible professional experience in programme management, government coordination, or related areas.
                  • Previous work experience with school meals or with national sector platforms (in education, food security, nutrition, health, social protection, agriculture and/or related field).
                  • Experience in food fortification and/or Social Behaviour Change Communications (SBCC) is an added advantage.
                  • Relationship/partner management, project management, excellent writing, oral communication and analytical skills, coordination and communication, proposal writing, strategic thinking and proficiency in Microsoft Office.
