    JOB TITLE : Programme Policy Officer (BIM)

    TYPE OF CONTRACT: Consultancy Level I

    DUTY STATION (City, Country): N'Djamena, Chad

    DURATION: 11 months

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    Contribute to WFP’s principles and normative guidance on a people-centred approach to delivering assistance into the design of the business processes, key controls and business requirements for registration, enrolment, verification and the delivery of CBT and in-kind assistance. Work in partnership with CBT HQ, WFP’s Technology division (TEC), and relevant product owners, to ensure that the business capabilities needed, including user-experience design are embedded in corporate systems, tools, and services. Support the development and delivery offered to WFP country offices and partners for Identity Management (IDM) systems and operations. Ensure close coordination with WFP field colleagues, end-users of systems, beneficiaries and other key stakeholders and deploy on mission regularly to solve challenges and develop optimal field operations. Gather feedback and requests from WFP country offices and work towards meeting their needs through overall excellent support and service provision.

    ACCOUNTABILITIES /RESPONSIBILITIES:

    Under the supervision of the Head of Programme Delivery or delegated IDM Lead, the incumbent will:

    A. Operational Support

    • Provide technical support to field teams on registration campaigns, verification, card printing, and ID reconciliation processes;
    • Contribute to the rollout and scaling of SCOPE Light/PIT, ensuring compliance with WFP standards and beneficiary engagement protocols;
    • Support the monitoring and documentation of anomalies, registration gaps, and interface errors;
    • Contribute to data verification exercises and data clean-up operations, ensuring alignment with transfer plans and beneficiary lists.

      B. Data Management and Quality Assurance

      • Collaborate with the data analysts to design and update anomaly dashboards;
      • Support the implementation of the SOP on duplication and anomaly resolution, ensuring timely follow-up;
      • Conduct quality checks on beneficiary data and ensure timely feedback loops to field teams and CPs;
      • Support the automation of monthly reports and ensure timely IDM inputs into CBT performance monitoring.

        C. Capacity Building and Coordination

        • Facilitate training sessions for WFP staff and Cooperating Partners on registration tools, data quality, protection, and data sharing protocols;
        • Contribute to the preparation and animation of the IDM/Data Working Group;
        • Support coordination with relevant units (RAM, M&E, TEC, Protection, Cooperating Partners) to ensure coherence;
        • Contribute to the review of the IDM strategy and roadmap for 2025.

          D. Knowledge Management and Documentation

          • Maintain and update the IDM SharePoint site and other knowledge platforms;
          • Document lessons learned, standard processes, and good practices;
          • Contribute to donor reporting, evaluations, and internal reviews as required.

            4. QUALIFICATIONS AND EXPERIENCE

            Education:

            • Advanced university degree in Information Systems, Social Sciences, Statistics, Data Management, Humanitarian Affairs, or related field. A first university degree with additional years of experience may be accepted.

              Experience:

              • At least 3 years of professional experience in humanitarian programmes, preferably in beneficiary data management, CBT, monitoring, or accountability to affected populations;
              • Experience in using digital registration tools such as SCOPE, SCOPE Light, or similar systems is an advantage;
              • Familiarity with data protection principles, humanitarian identity management, or fraud prevention is a strong asset;
              • Previous WFP experience is an asset, especially in the Sahel context.

                Knowledge & Skills:

                • Strong knowledge of beneficiary registration systems and operational data management;
                • Ability to troubleshoot digital tools and provide hands-on support to field teams;
                • Analytical skills in identifying data anomalies and resolving inconsistencies;
                • Experience in training facilitation and capacity strengthening;
                • Proficient in Excel, data visualization tools, and Microsoft Office Suite;
                • Familiarity with SQL or Kobo is a plus.

                  Languages:

                  • Fluency in French is essential (working language in Chad);
                  • Working knowledge of English required.

                    5. DELIVERABLES

                    • Support missions and capacity-building reports to field offices;
                    • Monthly anomaly and duplication management reports;
                    • Updated IDM dashboard and documentation of SOP compliance;
                    • Training materials and sessions delivered;
                    • Contributions to PIT/SCOPE Light rollouts and evaluations;
                    • Final report summarizing achievements, gaps, and recommendations.
